The Capital Markets business at Northern Trust is one of the fastest growing areas of our asset servicing business. Core products are brokerage, FX, securities lending & transition management. However, the product roadmap is full including additional assets classes & markets, securities financing & sponsored repo. The compliance team that supports and oversees the business is a vital part of our control function & forms a solid partnership with the business whilst keeping its own independence.

This Global Capital Markets Compliance team sits within the corporate compliance function. Northern Trust is currently seeking a Senior Leader to manage and enhance the global Capital Markets Surveillance framework. This role sits within the management team of Global Capital Markets Compliance reporting directly to the Head of the function.

Major Duties

  • Design and implement strategic and centralized surveillance strategy and processes to align surveillance program to global regulatory expectations.
  • Member of the Global Capital Markets Compliance management team contributing to the overall strategy and execution of the functions priorities.
  • Independently conduct data driven surveillance effectiveness and optimization reviews to identify data issues and coverage gaps.
  • Manage the Surveillance Team based in Manila and develop skill set of teams, recruit as required and provide leadership.
  • Drive change as a result of audit remediation or changes to regulatory expectations.
  • Manage implementation of new communication channels.
  • Work closely with stakeholders to design and implement new monitoring scenarios and improve existing surveillance leveraging technology where possible.
  • Analyse significant risk events to ensure that all risks are identified and reported and make risk mitigation recommendations.
  • Undertake in-depth calibration reviews of detection scenarios and parameter settings.
  • Prepare management information reports and present findings and recommendations to senior management.
  • Analyze relevant market abuse laws and regulations, and correlate this to products and business models.
  • Coordinate responses to regulatory enquiries.
  • Work closely with global colleagues and stakeholders (including staff in Legal and Compliance, Operations and Technology) to promote the ongoing development and effectiveness of the surveillance program.
  • Owning of the risk assessment process for both trade and communications surveillance.

Required Skills and Experience:

  • Excellent understanding of regulatory requirements relating to surveillance, both communication and trade in at least one of the US, EMEA or APAC regions.
  • Strategic thinker with the ability to manage changing priorities in a deadline-oriented environment.
  • Understanding of financial products in a Capital Markets business.
  • Experience designing and implementing frameworks in surveillance space.
  • Senior level stakeholder management.
  • Understanding of Surveillance systems and technologies and the ability to implement enhancements.
  • Experience of dealing with regulators and responding to regulator enquiries.
  • Experience of leading teams in both on shore and offshore locations.
  • Demonstratable experience of effectiveness reviews and optimization projects.
  • Ability to create, enhance and maintain risk assessments for surveillance activities.
  • 10+ years prior experience working in a surveillance function at a global financial institution or at a regulator.
