General Description:

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Energy Resources program area.


This position will be responsible for inspections in the West Texas area and office from home location.


Performs highly complex (senior-level) inspection work for Energy Resources. Work involves conducting inspections and quality assurance reviews to ensure compliance with laws, regulations, and agency policies. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.


Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 68RVeterinary Food Inspection Specialist; Navy - ADAviation Machinist's Mate; Coast Guard - IV Investigator; Marines - 6016Collateral Duty Inspector; Air Force - 1 S0X1 Safety or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Duties:

  • Oversees and conducts highly complex inspections of state mineral leases within assigned territory for compliance with rules, regulations, and oil and gas lease terms, with a minimum of 20 wells per month on average during an evaluation period. When performing an inspection, safety is of the utmost concern. An inspector has the latitude to cease activities, if they feel that a situation is unsafe. H2S monitors must be wore during an inspection. Vehicles and all assigned equipment must be properly maintained in good working condition. Inspection Priority (highest to lowest): Special inspections, Investigations, New leases, Top 20% of highest producing wells (net to State) in lease inventory, Top 20% to lower 80% of highest producing wells (net to State) in lease inventory, Lowest 20% of producing wells (net to State), Highway Right of Way Leases.
  • Gathers and analyzes production data. Prepares formal, detailed reports of inspection data.
  •  Prepares drawings and schematics of lease operations.
  • Makes recommendations on highly complex investigations of lease violations noted during inspections and conducts follow-up inspections for assurance that standards are met and corrective actions taken.
  • Prepares formal summaries relating to work assignments.
  • Makes recommendations for mineral lease terminations.
  • Maintains electronic and/or hardcopy files of historical inspection reports.
  • Assists in training auditors and accountants; advises on audit findings, exceptions, billings, and reports.
  • May train other inspectors.

 

Knowledge, Skills and Abilities:
Knowledge of oil and gas business practices and procedures; of applicable General Land Office and Railroad Commission rules, regulations, and policies. Skill in the use of standard office equipment and software. Ability to physically inspect complex oil and gas production facilities, to analyze and solve work-related problems, to communicate effectively, to adhere to all safety requirements and to assign and/or supervise the work of others. Ability to work as part of a team actively engaged in contributing to and accomplishing the vision and mission of the agency. Ability to attend work regularly, to adhere to an established work schedule in accordance with agency leave and attendance.

 

Physical Requirements:
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site)
is routinely required to carry out some duties including extensive moving upon and traveling across uneven surfaces, rough terrain and/or desolate areas. Duties require the ability to bend, stoop, kneel, reach and/or steer a boat as needed. The position also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. This position requires the ability to read printed materials and computer screens. The position may require extensive computer, telephone and clienU customer contact and communication. The individual must be able to move and transport records, documents, boxes, equipment and all materials and related tools, weighing up to 50 pounds, when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments. This position requires the ability to work outside and adapt to adverse weather conditions to include sea, sky and land environments.

 

Minimum Qualifications:
Graduation from a standard senior high school or equivalent. Graduation from an accredited four-year college or university may substitute full-time oil and gas production facilities related experience for required education on a year-for-year basis. 

Five (5) additional years of full-time experience related to the inspection of oil and gas production facilities.

  

Preferred Qualifications:
Five (5) years of full-time experience related to the inspection of oil and gas production facilities. Familiarity with standard industry oil and gas production components.
