Description


The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Government Relations Area of the agency.

The Director III performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. This position participates in agency activities related to legislative/congressional session and attends legislative/congressional hearings, meetings and other functions with legislative/congressional staff and other legislative/congressional liaisons. The Director III supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.


Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 00B General Officer; Navy -
111X, URL-Surface Warfare; Coast Guard - MGT10 Management; Marines - 8003 General Officer; Air Force - 90G0 General
Officer or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this
position.

Essential Job Elements:

The Director IIII (State Legislative Director) responsibilities include but are not limited to the following.

  • Oversees and participates in agency activities related to legislative/congressional session and attends legislative/congressional hearings, meetings and other functions with legislative/congressional staff and other legislative/congressional liaisons to include representing the agency during legislative sessions.
  • Identifies the need for and coordinates the research and development of federal and/or State Legislative and rule initiatives.
  • Oversees, review and/or prepare reports on the status and effect of pending federal and/or state legislation and newly enacted laws.
  • Coordinates agency responses to legislative/congressional inquiries and reviews and edits legislative/congressional correspondence.
  • Develops and provides input to policy analysis with governmental legislative or rule implications, drafts position papers and reports based upon the analysis and make recommendations and monitors interim studies and reports progress.

Knowledge, Skills and Abilities:

Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and of the principles and practices of public administration and management.


Skill in establishing plans and setting objectives and goals that support an overall business strategy.


Ability to direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.


Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.


Qualifications


Minimum Qualifications:

  • Graduation from an accredited four-year college or university with major coursework in business administration or a related field.
  • 3 years’ experience in the management as it relates to legislative/congressional session.
  • Experience and education may be substituted for one another.

Preferred Qualifications:

  • Experience representing agency in Legislative Sessions to include attending legislative/congressional hearings, meetings and other functions with legislative/congressional staff and other legislative/congressional liaisons.
  • Experience working for a Texas state agency and familiarity with Texas state laws and rules governing state agency administration and Legislation.
  • Familiarity with Texas state agency operations, including the Centralized Accounting and Personnel System (CAPPS).
