JOB SUMMARY
This is a technical position responsible for assisting the GIS Analyst in the ongoing performance of the City's GIS databases, including utility and stormwater infrastructure and the land management database, as well as other technological functions of the Planning Department, such as Geographical Information Systems mapping and analyses, concurrency management, and website management. Work is under the direct management of the Planning Manager, and the incumbent is responsible for providing technical and informational support to the Community Development, Water Resources and Public Works staff.

ESSENTIAL JOB FUNCTIONS (ILLUSTRATIVE ONLY)
Responsible for assisting the GIS Analyst in the management of the City's Land Management (LM) Database. Managing includes the creation, maintenance, modifications and research required to ensure accuracy of the database.
Assist Management of the LM Database includes but is not limited to: Verification of each land parcel number to ensure the correct land use, acreage, square footage and a legal description.
Accountable for reconciling old, new and changed land management records from all City and County sources, including, but not limited to: Building Permits, Zoning, Business Licensing, Special Assessment, Annexation, Mapping and other contributing sources.
Provides technical research, prepares documentation and implements record keeping for land management database records.
Prepare engineering drawings from sketches, notes and references. Interprets aerial photos, topographic maps, and field survey notes to complete drawings on computer or by hand.
Verifies accuracy of plans by taking field measurements and researching all available resources.
Provides maps and analyses related to the City's Geographical Information System (GIS), including all maps and analyses for reports and studies.
Provide support to other departments by preparing charts, forms and other graphic related projects.
Assists in staff management and regular updates for the City's online GIS website.
Performs related work as required. Will and ability to learn new techniques and develop new skills.
KNOWLEDGE, ABILITIES, AND SKILLS:
• Knowledge of Microsoft Office software, including the characteristics and operation of networking, database management, spreadsheets, graphics, word processing, electronic mail, communications and scheduling.
• Ability to read, analyze, and interpret general business periodicals, technical procedures for government regulations, planning and decision-making.
• Knowledge of Geographical Information Systems, Arc View software, and other related mapping database programs and software.
• Knowledge of Florida growth management laws, particularly as is relates to concurrency management preferred.
• Knowledge of website development and management techniques.
• Knowledge of transportation planning, concurrency, and modeling preferred.
EDUCATION & EXPERIENCE
High school graduate or equivalent is required plus one year experience in utilities construction or with computer drafting system (AutoCAD), or one year related municipal or computer experience. A combination and experience may be considered. At least two years experience and training in ESRI ArcMap software.
SPECIAL REQUIREMENTS
Must possess valid Florida Operator's license with an acceptable driving record.
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee's department Head will make the determination as to who will be required to work.
PHYSICAL REQUIREMENTS
The work is generally sedentary to light and may require exerting up to 75 pounds of force occasionally, and up to 25 pounds frequently to move objects.
Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces.
  • Fingering: Dexterity, primarily with fingers, as in picking, pinching, or typing.
  • Grasping: Applying pressure with the whole hand.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Ability to hear and understand at normal speaking levels with or without correction.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Ability to frequently lift and move objects.
  • Mental Acuity: Ability to make rational decisions.
  • Pushing/Pulling: Ability to occasionally move objects up to 50 lbs.
  • Reaching: Ability to extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
  • Standing: Ability to stand for sustained periods of time.
  • Stooping: Ability to bend body downward and forward by bending spine at the waist.
  • Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
  • Walking: Ability to move about on foot to accomplish tasks, particularly for long distances and to move from one work are to another.
