General Description
This is a full-time, exempt position that reports to the GIS Manager. Highly skilled technical work in the assignment of 911 addressing and Streets using GIS as well as maintenance of MSAG and ALI databases.
Essential Job Functions
  1. Maintain feature data classes in the County Enterprise GIS, as well as develop and maintain ArcGIS feature class files and shapefiles specific to Department use.
  2. Assign and maintain 911 addressing and Street Names in GIS.
  3. Maintain databases specific to 911 Addressing System (i.e., MSAG, ALI).
  4. Communicate with customers to provide 911 services (walk-ins, phone, email, or mail).
  5. Assist other County staff with the GIS system including development and database management, maintenance, customizing/programming, upgrading, and mapping.
  6. Prepare graphical and non-graphical information for staff reports and presentations; assist with oral presentations as requested.
  7. Provide mapping data information for public hearings and to the general public.
  8. Participate as a member of the GIS Committee, which is responsible for overall planning and integration of organizational data and mapping.
  9. Research and compile data including but not limited to recorded and unrecorded plat maps, legal instruments, private and governmental surveys, aerial photography to produce accurate base maps showing both natural and legal boundaries.
  10. Determine individual ownership of lands contained on a base map by interpreting aerial photographs, ordinances, and legal descriptions and by using database tables and parcel identification.
  11. Perform field verification activities on occasion.
  12. Assist the Department of Emergency Services and the Sheriff's Office during emergency situations and conditions as they may arise.
  13. Follow a quality assurance program.
  14. May be required to assist with emergency support functions (ESF) in the EOC during emergencies or other related emergency duties.

Minimum Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES
  1. Knowledge of principles, techniques, and terminology of geodetic control, cartography, and GIS systems, including knowledge of ArcGIS, MS Access and/or SQL/Server, and other related software capabilities and commands.
  2. Knowledge of legal terminology used in tax assessment work.
  3. Knowledge of all types of deed and instruments which convey title to or interest in property.
  4. Ability to read and interpret a wide variety of maps, plats, aerial photographs, and digital and cartographic records.
  5. Ability to use GIS software for map navigation, database query, map creation and printing, and image viewing and reporting.
  6. Ability to express oneself clearly and concisely to the general public.
  7. Ability to establish and maintain effective working relationships with other employees and the general public.
  8. Skill in mapping and drafting.
EDUCATION AND EXPERIENCE
  1. Certificate in GIS technology and/or two (2) or more years of college or university level work, a minimum of an A.A. or A.S. degree is preferred.
  2. Two (2) years of experience or education training using GIS or other computerized mapping/cartography software and hardware including utilizing various mapping techniques for land-based information systems, following the calls of a legal description, and manipulating the data using a coordinate geometry software package.
(A comparable amount of training, education, or experience can be substituted for the minimum qualifications.)
LICENSES, CERTIFICATIONS, OR REGISTRATIONS
  1. Ability to possess and maintain a valid Florida Driver's License.

  3. Ability to communicate both orally and in writing.
  4. Ability to access, input, and retrieves information from a computer.

  7. Ability to lift lightweight objects (up to 15 pounds)

ANNUAL (VACATION) LEAVE - All regular full-time employees assigned to a 37.50 work week will earn 90 hours to 150 hours, depending on classification and length of service. All regular full-time employees assigned to a 40 hour work week will earn 96 hours to 160 hours, depending on classification and length of service. Note: Leave accruals may differ for bargaining unit employees.
SICK LEAVE - All regular full-time employees will earn sick leave at a rate of 13 days per year. Regular part time employees will accrue sick leave on a pro-rata basis. Note: Leave accruals may differ for bargaining unit employees.
