Job Description
GENERAL DESCRIPTION
Under very limited supervision, this position requires technical skills in civil engineering and related work. Work involves the design, research and drafting of projects for the Public Services Department, included but not limited to coordinating with the public on a routine basis to provide information on water, sewer, reclaimed, street and stormwater related work. May be asked to perform professional-level GIS Analyst duties of limited complexity as a trainee, and is to assist the GIS Analyst with assignments as needed.
ESSENTIAL JOB FUNCTIONS
- Provides technical assistance and information to staff and the public in the administration of specific GIS and Asset Management areas or ordinances by email, phone, and in person.
- Performs routine office tasks including project tracking, file management, copying, mailings of letters, and flyers.
- Develops and maintains automated tracking systems, hard copy files, and records. GPS filled data collection of assets not recorded on proper plans.
- Researches, organizes, and compiles information on a variety of Public Service issues from multiple sources. Inclusive of break locations, asbestos pipe location, size, and ages for replacement
- Integrate CAD datasets, and record drawings into GIS utility system.
- Prepares and maintains maps, databases, charts, tables of limited complexity, inclusive of calculating impervious service areas, tracing pavement conditions in GIS, amongst others
- Prepares brochures, flowcharts, checklists and public education and informational literature on planning processes and issues; public engagement and education.
- Conducts plat review and tracking; update solid waste service areas
- Assists applicants with form completion, prepare data for CAFR, update stormwater assessment parcels create various exhibits for grants.
OTHER DUTIES
- Establishes office procedures; sets up and maintains filing systems; prepares routine correspondence independently. Communicates, corresponds, and coordinates with other government agencies and utilities.
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of civil engineering and GIS/AutoCAD principles and practices; knowledge of principles and practices of research and data collection and effective writing techniques.
- Strong organizational skills and computer skills, which may include Microsoft Outlook, Office, Excel, Internet applications.
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions, Ability to work on several projects or issues simultaneously and keep deadlines.
- Ability to work on team projects as well as individual assignments.
- Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
- Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving direction and instruction from supervisor.
- Requires ability to read a variety of engineering/architectural drawings, surveys, maps, zoning applications, subdivision plats, etc. Requires the ability to prepare business letters, various monthly reports, articles, ordinances, subdivision applications, and related forms, etc. with proper format, punctuation, spelling and grammar, using all parts of speech.
- Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems in managing a staff; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.
- Requires the ability to add and subtract totals, to multiply and divide, to use mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use practical applications of algebra and statistics.
- Requires the ability to inspect items for proper length, width and shape, and visually read various information.
- Requires the ability to differentiate colors and shades of color
MINIMUM QUALIFICATIONS
Associates degree in technical civil engineering, GIS/AutoCAD related field, geography, social sciences or related field, and 2 years of experience in customer service, public outreach, administrative duties, plan review or water, sewer, reclaimed, street and storm water related work is also required. A Bachelor's degree in computer science geography or related science is preferred and experience in ESRI ARCGIS and AutoCAD Civil 3D may substitute for two years of experience.
EQUIPMENT USED
Communication equipment, (ie, radio, telephone) computers, copy machine, multi-line phone system, fax machine, photo, video and audio hardware, various hand tools and various motor vehicles.
PHYSICAL REQUIREMENTS
Prolonged periods of sitting at a desk, standing, bending, and working on a computer.
JOB LOCATION
All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.
