This position is responsible for updating the Lee County Utilities potable water, wastewater, reclaim and raw water data within a Geographic Information System (GIS) .SDE environment (and eventually a Portal environment with feature services). This includes the review of record drawings or as-built information pertaining to developer contributory asset projects (DCAPs) and capital improvement projects (CIPs) prior to final acceptance, ensuring adherence to LCUs minimum drawing requirements. This position also creates water and wastewater infrastructure data within GIS as depicted from record drawings, as recorded by Global Position Systems (GPS), or as reflected in AutoCAD Civil 3D software, all while maintaining system integrity and security. This position scans and files record drawings, including all newly accepted DCAPs and CIPs. Additionally, this position will assist with any CAD-related needs and serve as the backup to the CAD Coordinator.
- Review preliminary record drawings prior to final acceptance for DCAPs and CIPs.
- Review easement legal descriptions and sketches prior to approving them to be recorded with the Clerk of Courts.
- Update utility feature datasets within GIS as depicted from record drawings, legal descriptions, GPS data, AutoCAD drawings and aerials.
- Analyze existing infrastructure on record drawings and incorporate newly accepted infrastructure into GIS.
- Research and resolve GIS related problems associated with digital mapping and database files, utilizing aerial photograph interpretation and field research, among other research techniques.
- Georeference utility drawings and create hyperlinks to the construction or record drawing plan sheets.
- Synchronize edits between GIS and Lee County Utilities' Computerized Maintenance Management System software (CMMS).
- Assist in fulfilling data requests made by consultants for county utilities within specified locations.
- Manage digital map layers and data files within project workspace.
- Perform medium to complex definition queries in GIS to define a subset of features to work with or display map exhibits.
- Prepare digital and hardcopy maps for County staff and the general public.
- Assist the public and county staff in defining their mapping and geographic data needs, and aid in interpreting maps and map features.
- Perform GPS data collection for field operations staff, utilizing basic surveying techniques applied to water and wastewater assets, property lines, rights-of-way, easements, etc.
- Assist in developing CIP project design packages and final record drawings.
- Assist in developing and revising standard utility details.
- Assist in preparing red, green, and brown lines (RGBs) for future project planning by external entities.
- Assist in completing utility work schedules (UWSs) for coordinated right-of-way projects.
- Requires any combination of education and experience equivalent to High School graduation or GED equivalent and four years in geography, surveying, computer aided design and drafting or closely related field.
- Associate or Bachelor's degree in geography, surveying, computer aided design and drafting or closely related field preferred.
- Possession of a valid driver's license with an acceptable driving record is required.
- Knowledge of ESRI ArcGIS software including ArcInfo, ArcPro, and ArcGIS Online
- Knowledge of Autodesk software including AutoCAD Civil 3D
- Knowledge of CMMS software including Lucity and Cartegraph
- Knowledge relating to basic surveying techniques and equipment
- Knowledge of civil engineering principles, practices, and techniques related to computer drafting, mapping, and utility infrastructure projects.
- Ability to read and interpret civil engineering designs, plans, and specifications.
- Knowledge of the principles, practices and techniques of information technology as related to GIS functions.
- Knowledge of concepts and techniques of GIS data development, application programming, and geographic data analysis
- Knowledge of .SDE database management and connectivity
- Knowledge of ArcGIS Enterprise relating to Portal
- Knowledge of standard office computer equipment and software applications
- Ability to establish and maintain effective working relationships with staff, management and the public.
- Ability to ascertain priorities and meet deadlines and objectives.
- Ability to communicate clearly and effectively; verbally and in written form.
- The workdays and hours for this position are Monday through Friday; 8:00 am to 5:00 pm.
