Summary
Under the general direction of the ICT Director, the GIS Specialist role is to coordinate, implement, and manage the city's strategies and initiatives for GIS software and data. This individual is responsible for ensuring the development and/or maintenance of applications based upon spatially referenced data and digital mapping. The GIS Specialist will also work closely with a team of city professionals who have the need to utilize GIS tools in their daily work functions.

Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Geographic Information System (GIS)

• Build and maintain web mapping applications using the appropriate tools and platform.
• Participate in the design and assist in the creation of online services that will provide location-based information to City of Woodbury staff, residents, and outside stakeholders.
• Design sophisticated raster- and vector-based GIS analysis and classifications.
• Maintain and augment all spatial relational databases.
• Coordinate and conduct GIS training sessions for City staff and end users with client-facing application needs.
• Provide GIS guidance and support to the entire organization; act as single point of contact for GIS-related issues.
• Lead transitions of GIS applications to next-generation environments and/or cross-functional systems.
• Coordinate with IT networking personnel to ensure availability, reliability, and scalability of GIS applications to meet business demands.
• Troubleshoot and resolve hardware and software problems.
• Perform data audits and quality control measures.
• Recommend and execute modifications to GIS software in order to improve efficiency, reliability, and performance.
• Develop and maintain GIS manuals and systems documentation.
• Provide guidance to junior members or other IT department staff that must help support the GIS function.

Strategy & Planning

• Lead, coordinate, and manage all aspects of GIS implementations.
• Participate in design of new GIS analysis methodologies, applications, and strategies.
• Establish and implement policies, procedures, and technologies to ensure GIS security.

Acquisition & Deployment

• When necessary, coordinate and administer the acquisition of satellite imagery, aerial photography, and any other spatial referenced data that we receive from external sources and conduct analysis of this data to ensure its accuracy and alignment with our internal spatial data.
• Conduct research on GIS-related hardware and software in support of procurement and system development efforts.

Staff Training & Interaction

• Act as in-house GIS consultant by providing technical assistance and troubleshooting specific data processing needs including hardware and software problems.
• Act as liaison between computer/software vendors and users
• Assist with day-to-day help desk requests concentrating on those associated with GIS.
• Provide support to GIS users which may include:
  1. Use of mapping software to prepare map-oriented exhibits.
  2. Creation/support of GIS spatial databases.
  3. Participation in the development of GIS-oriented applications.
  4. Training of users in the operation of GIS and other software applications as directed.

Equipment and Systems

• Assist with the configuration and installation of hardware, software, and computer supplies.
• Assist in development, analysis, implementation and maintenance of new and existing software systems and techniques.

GIS Records

• Maintain records of data processing difficulties and corrective actions taken.
• Assist in the invoice and budget monitoring processes.
• Maintain accurate procedure manuals for step-by-step operations documentation of GIS systems.
• Assist with the identification and inventorying of all GIS related hardware and software.

GIS Planning, Resource Allocation and System Integrity

• Work with the IT staff in developing hardware and software standards, policies, procedures, and long and short-range strategic planning for citywide IT and GIS needs.
• Work with the IT staff to research, analyze and recommend new or improved uses of technology within the City's system.
• Assist in analyzing user needs on an annual basis and assist in preparation of requests to include within our annual budget process.

Qualifications
MINIMUM QUALIFICATIONS:
Associate degree in the field of geography, GIS, computer science or a related discipline and two years equivalent GIS work experience. A GIS Technician certificate and five years of dedicated GIS work experience may be substituted for the associate degree.
Two years of experience using ESRI products and services.
Two years of experience using Windows desktop systems in a professional network environment.
Two years of experience using Microsoft Office (Word, Excel, PowerPoint, Access and Outlook).
PREFERRED QUALIFICATIONS:
Bachelor's Degree in the field of geography, GIS, computer science or a related discipline.
Five years' experience with GIS software especially ESRI products and services.
