Job Summary
The GIS Analyst position is responsible for assisting the Public Works Director and other city departments with the development and maintenance of the City's GIS and associated data. Under general supervision, creates and maintains Geographic Information System (GIS) geodatabases and online interactive platforms, including assembling source materials, verifying accuracy of data, digitizing and entering attribute data; and performs related work as required.
Essential Duties and Responsibilities
This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary.
  • On-going spatial data design, analysis, development, integration and maintenance of geodatabase architectures, maps and other GIS reports and information products (water, streets, sewer, storm sewer, Official City Map, zoning) using ESRI GIS Software (ArcGIS Pro and Online.)
  • Assist other departments, outside vendors and the public with obtaining various parcel information by researching and compiling parcel materials and maps.
  • Prepare maps and attribute data for inclusion in the Geographic Information System geodatabase by researching and verifying the accuracy of materials and data sources and coding map manuscripts with attribute data.
  • Collects field data and maintains updates of Geographical Information System databases (GIS).
  • Prepares manual and GIS generated drawings or maps as needed.
  • Develops and maintains GIS layers for the City GIS system.
  • Updates reference manuals and standard operating procedures (project file, property survey, benchmark, construction projects, etc.).
  • Prepares and provides public work infrastructure data for public and developers.
  • Updates the PASER / WISLER program within GIS.
  • Ability to read and interpret engineering plans, specifications, contract documents and apply accordingly.
  • Maintain online utility applications and data in ArcGIS Online.
  • Maintains the data for all Inspections of illicit discharges & stormwater outlets
  • Assists outlying Public Works offices in streamlining the reporting process.
  • Assists with code enforcement
  • Stay current with trends in technology and IT/GIS processes, and applies knowledge as appropriate to operations, planning and design
  • Develop complex analytical geospatial and forecast modeling
  • Train other department staff in the basic steps required to digitize and code maps for the GIS database.
  • Oversees seasonal GIS employee(s), interns, and other seasonal public works employees as assigned.
ADDITIONAL DUTIES AND RESPONSIBILITIES
  • May serve on various regional, state or staff committees as they pertain to job duties or as assigned.
  • May serve as staff support to city boards, committees or commissions.

Education and/or Experience
  • Equivalent to associate's degree, bachelor's degree preferred, Geography, GIS, engineering technology, civil engineering or a closely related field
  • Minimum of two years related experience or any equivalent combination of education, experience and training that provides required knowledge, skills, and abilities.
  • Geographic Information Systems Certification strongly preferred.
Language Skills
  • Ability to compare, count, differentiate, measure, copy, record and transcribe data and information.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and to individuals.
  • Ability to communicate technical data and information to citizens in a clear and persuasive manner.
  • Ability to speak in a public.
  • Ability to persuade, convince, and or/train others. Ability to advise and interpret how to apply policies, procedures and standards to specific situations.
  • Ability to utilize a variety of advisory data and information such as code manuals, City ordinances, directories, State statues, procedures, guidelines and on-routine correspondence.
Knowledge of
  • Principles of land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging;
  • Theory, principles and practices of geographic information systems, including computerized data compilation and conversion techniques, database management systems, graphics applications and overlays, and spatial models for computer analysis;
  • Principles and capabilities of computer systems, including networked environments and peripheral devices;
  • Database systems integration, quality assurance procedures, and documentation of data sets;
  • System access and security guidelines and procedures;
  • Hardware and software troubleshooting techniques: ESRI GIS Software, specifically ArcGIS Pro and ArcGIS Online.
Reasoning Ability
  • Ability to exercise judgment, decisiveness and creativity when required in the evaluation of information.
  • Ability to interpret data results and correlate those to project needs.
  • Ability to work well under pressure and handle stressful situations, to organize work and set priorities, managing time and resources to meet deadlines and changing demands within the entire operation of administrative services, perform duties with minimum supervision.
Other Qualifications
  • Ability to work well with employees and to effectively meet and deal with the public.
  • Ability to work effectively in cooperation with fellow employees as a member of the public works staff team.
  • Valid driver's license.
  • Proficiency in computer operation and working knowledge of modern office practices and procedures including operation of Microsoft Office.
  • Skill in First Aid and CPR, certification preferred.
  • Ability to work and remain motivated in an independent work environment.

  • The employee must exert physical effort varying from sedentary to continuous activity during a work shift. Involving lifting, carrying, pushing, pulling, or moving up to 50 pounds.
  • While performing the duties of this job the employee is required to crouch, crawl, kneel, stoop, and climb.

Supervision Received and/or Exercised
  • Works under general supervision, however, performs recurring job duties independently.

  • Has prior related work experiences, but is broadening knowledge base while gaining full understanding of associated policies and procedures.

  • Position may supervise volunteers, interns, seasonal and part-time employees.

Wisconsin Retirement System (WRS) - WRS participation begins the 1st day of employment. The City and Employees share the required Employee Trust Fund (ETF) contribution.
Wisconsin Public Employers Group Life Insurance Program - Employees are eligible to purchase life insurance in this program on the 1st of the month following their hire date. Spousal/dependent coverage is available.
Income Continuation Insurance (Long Term Disability Insurance) - Employees are eligible for coverage the 1st of the month following their hire date. City will pay full cost of basic coverage at 180 day elimination period. Employee may pay a premium to reduce the elimination period and purchase supplemental coverage if eligible.
Wisconsin Group Health Insurance - Employees are eligible for coverage the 1st of the month following their hire date. Single or Family coverage available.
Dental Insurance- Employees are eligible for coverage the 1st of the month following their hire date.
Vision Insurance - Employees are eligible for coverage the 1st of the month following their hire date.
Section 125 Flexible Benefit - Optional Employee benefit. Employees are immediately eligible for the City's FSA (Section 125) Program benefit upon hire. FSA contributions can be made for Medical and/or Dependent care.
Direct Deposit - All employees are required to participate in direct deposit.
Paid Vacation - Employees are eligible for paid vacation upon completion of three (3) months of continuous employment. Vacation is prorated for the initial year of employment, and does not include the first 3 months of employment. Vacation time is awarded to employees on a calendar year basis.
Paid Sick Leave - Employees earn sick leave hours each pay period.
Wisconsin Deferred Compensation Program (WDC) - The WDC is Wisconsin's supplemental retirement savings program authorized under Section 457 of the Internal Revenue Code (IRC). Employees choosing to participate in the program enroll directly with WDC for payroll deduction.
