STATEMENT OF THE JOB
Under general supervision or direction of City Engineer or its designee. Performs intermediate level technical work performing basic spatial and attribute data development, digitization, map production, and other tasks in support of the City Geographical Information System (GIS); some Global Positioning System (GPS) field data collection may also be performed.
EDUCATION & EXPERIENCE/LICENSING & TRAINING
EDUCATION & EXPERIENCE:
High School Diploma or GED. College coursework in geography, GIS, Computer Science, planning, engineering, cadastral mapping or related field. One (1) year of technical experience involving geographical information system (GIS) operations, computerized mapping, hydraulic modeling software, field data collection, surveying, public interaction and personal computer operations. Or any equivalent combination of experience, education and training that provides the knowledge, skills and abilities to perform this work may be considered.
LICENSING & TRAINING:
  • Valid State Driver's License at time of hire
  • National Incident Management Systems (NIMS) training based on assignment.
    *Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

ESSENTIAL FUNCTIONS/KNOWLEDGE/SKILLS/ABILITIES
ESSENTIAL FUNCTIONS:
Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. This list of tasks is ILLUSTRATIVE ONLY, and not a comprehensive listing of all functions and tasks performed by positions in this class.
  • Prepare, collect, organize and input data to maintain and enhance the City's GIS including field research and GPS data collection and processing.
  • Updates and maintains GIS databases and produces cartographic products; collects and maintains source data.
  • Edits graphic and attribute components of geographic databases; edits tabular data using relational database tools.
  • Assists with interpreting as-built drawings, construction plans, engineering plans, recorded maps, deeds, legal descriptions, imagery and related source documents and incorporates then into GIS using various methods including coordinate geometry (COGO), digitizing, and GPS.
  • Creates plot command files and uses existing plotting macros to produce cartographic products; produces edit plots for quality review of data.
  • Writes basic documentation, recording procedures used in automating and editing data; records relevant notes pertaining to assignments.
  • Responds to demographic information requests; research, compiles, and performs calculations to produce data, reports or maps on a variety of historical and projected demographic information.
  • Produces charts, graphics and spreadsheets displaying demographic and census data; assists with analysis and interpretation.
  • Assist in the creation and maintenance of multiple GIS layers including parcels, streets, right-of-way, zoning, other development layers, and water and sewer system layers.
  • Assists with updating land use studies using development data and photo interpretation techniques.
  • Provides excellent customer service to both internal and external customers.
  • Performs research of county records for pertinent data that needs to be incorporated in the City's GIS.
  • Follow quality assurance (QA) and quality control (QC) processes, and perform routine data management tasks, such as data validation and correction, queries and editing in GIS to ensure GIS data accuracy, integrity and completeness.
  • Participates in filling map and digital data requests from the public and other departments.
  • Troubleshoot and support the City's GIS and related hardware and software, including peripheral equipment, printers/plotters, GPS and other mobile devices in conjunction with other Technology Division staff.
  • Attends seminars and educational opportunities to keep updated on modern procedures and equipment, including both hardware and software.
  • Coordinates the compilation and updating of the GIS with other City departments, as it relates to address ranges, Basic Geographic Units (Grids), Response Information for computer aided dispatching and the Emergency Operation Center, and other graphical or database needs.
  • Performs other related duties as assigned.

KNOWLEDGE OF:
  • Principles, practices and methods of Geographical Information System (GIS).
  • ESRI family of products including ArcGIS desktop software (ArcGIS, ArcView, ArcEditor and/or ArcInfo) 8.x or above. Autodesk, AutoCAD (v. 2019+ preferred), web-enabled GIS related software.
  • GIS database design, concepts, conventions and management used within a comprehensive GIS environment.
  • GIS data conversion and maintenance.
  • Principles, practices, and techniques of mapping and computer-aided design/drafting.
  • Cartographic principles.
  • Work order management systems and land-based management systems including permitting, licensing, and other development processes.
  • Principles and practices of developing analytical maps, spreadsheets, graphs, charts, and written reports.
  • Standard drafting tools, surveying equipment including level, theodolite and electronic distance measuring devices.

SKILL IN:
  • Effectively reading and interpreting graphs, charts, diagrams, air photos and maps.
  • Effectively utilizing digitizing, plotting and drafting techniques and procedures.
  • Communicating and maintaining professionalism with the public, co-workers, department directors, and work contacts.
  • Carrying out oral and written instructions.
  • Using initiative, discretion, and judgment within established procedures, guidelines, and rules.
  • Defining problems, establishing facts and drawing valid conclusions.
  • Personal Computer, including word processing, spreadsheet, and database and computer-aided-design software and office equipment including but not limited to telephones, mobile radio, copier, fax machine etc.

ABILITY TO:
  • Work using hydraulic modeling software such as Innovyze Sewer and Water model or others; update the database and the model; integrate with City GIS; coordinate with the consultants and update City Staff
  • Read and interpret survey notes, plan diagrams, specifications, legal descriptions, maps and other legal documents.
  • Ability to apply fundamental mathematical knowledge to analyze methods and procedures accurately and logically.
  • Identify, analyze and resolve problems applicable to GIS hardware and software.
  • To research county records pertinent to a GIS database.
  • Understand, interpret and apply pertinent federal, state, county, city, and departmental laws, rules, regulations, codes, standards, policies, procedures and directives encountered in the performance of assignments.
  • Communicate ideas clearly, concisely and effectively, orally and in writing.
  • Establish and maintain effective working relationships with GIS committee members, GIS users, other county departments and their employees, other agencies, and the general public.
  • Work independently in completing assigned tasks and in maintaining records and other documentation accurately and legibly.

The employee occasionally works near moving mechanical parts, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet to moderate.
