POSITION SUMMARY
Under the general supervision of the Geospatial Information Services Manager, this position assists in several aspects of maintaining and supporting the Authority's enterprise-wide Geographic Information System (GIS). This includes creating and providing technical support for GIS-centric solutions; performing spatial analyses, geoprocessing, and modeling using ESRI's ArcGIS tools and techniques; creating and maintaining geospatial databases and maintaining data relationships with GIS-centric asset management systems. Oversees data integrity and assists in the generation, compilation, and documentation of reports and GIS procedures. This position is customer-oriented and focuses on serving the needs of a varied customer base.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Creates and implements GIS-centric application solutions.
2. Creates and maintains data in enterprise geodatabases.
3. Performs standard geospatial analysis and data modeling.
4. Makes information available to management in the form of reports and maps for decision-making and responds to information requests.
5. Write scripts and queries to automate and enhance workflow.
6. Lead in the implementation and testing of new GIS applications to meet customer needs and enterprise management requirements.
7. Participates in the design and implementation of new data schemas for enterprise geodatabases and individual GIS solutions.
8. Oversees data integration and integrity between geodatabases and GIS-centric work order and asset management systems.
9. Act as a consultant to customer departments with a focus on promoting the use of geospatial technology, uncovering opportunities where geospatial technology will provide value, and providing guidance.
10. Make recommendations for improvements to procedures supporting the agency's enterprise GIS.
11. Trains users on the use and adoption of GIS technologies.
12. Collaborates with appropriate parties, such as customer cities, IT, and vendors to resolve problems and investigate opportunities.
13. Uses analytical and clearly thought out processes to troubleshoot and resolve technical problems.
14. Adheres to departmental, personnel, and safety policies and procedures.
15. Stay abreast of developments in the geospatial fields.
16. Assists with special projects and studies as needed.
SUPERVISORY RESPONSIBILITIES
This position does not regularly provide work leadership or full personnel management to any employees.
FINANCIAL RESPONSIBILITY
No significant financial responsibilities.
QUALIFICATIONS
EDUCATION
Bachelor's degree in Geographic Information Science, Geography, Planning, Computer Science, or a closely related field that required equivalent coursework in Geographic Information Systems.
EXPERIENCE
One (1) year of professional experience as a provider of geospatial services using Esri's suite of products to include administering components of enterprise GIS software; and one year using Microsoft Office Products.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas driver's license. The following certifications are desired but not a requirement: CompTIA Security+ or equivalent.
KNOWLEDGE
• Knowledge of the theories and principles of GIS software and database manipulation and product/output development.
• Knowledge of database design principles with experience designing geodatabases
• Familiarity with geoprocessing tools in the ArcGIS software toolkit.
• Experience with object-oriented programming languages with a preference for Python or JavaScript.
• Experience with manipulating data using a functional language such as Structured Query Language (SQL).
• Knowledge of GIS-centric asset management principles for utilities.
• Proficient using server-side GIS tools such as ArcGIS Server, and Portal for ArcGIS to create web services and web maps.
• Knowledge of the Esri technologies and processes for deploying and supporting GIS solutions intended for field use.

WORKING CONDITIONS
Most duties are carried out in an office environment but may include limited fieldwork, possibly under inclement weather.
