Position Summary

The President ofthe Wisconsin Technical College System (WTCS) is an unclassified position of the Wisconsin State Government that serves as the executive officer of theTechnical College System. The President is appointed by, and serves at the pleasure of, the WTCS Board. The WTCS Board comprises 13 individuals; ten appointed by the Governor and confirmed by the Senate, and three voting ex-officio members. The 16 Technical College districts are considered independent municipal units of government that collaborate effectively with each other and the WTCS Board.
The President oversees a system of 16 colleges serving nearly 300,000 students annually. The President is responsible for working with a wide range of stakeholders to advance and promote the mission and vision of the WTCS, ensuring implementation of the WTCS Board’s strategic directions. Additionally, the President provides leadership on WTCS educational and administrative issues. The President is expected to work effectively with a wide variety of organizations, build consensus on issues and maintain robust partnerships between the System and its many stakeholder groups. The President advocates for Technical Colleges and career and technical education with the legislature, governor, education partners, employer partners and national organizations. In addition, the President is responsible for day-to-day administration of the WTCS Office, the organization responsible for WTCS oversight and coordination.

Primary Duties and Responsibilities

• Advance and promote the mission and vision of WTCS.
• Administer and direct an organization of 55 employees.
• Provide leadership on:
o System-wide educational, administrative and supervisory issues.
o Collaborative efforts and actions.
• Provide leadership for the development and implementation of the WTCS Board strategic directions.
• Provide leadership on systemwide resource development.
• Create and sustain strong educational programs and opportunities.
• Collaborate with external stakeholder groups and advocate for WTCS with:
o Executive and legislative branches of Wisconsin state government.
o Federal agencies and Wisconsin’s members of Congress.
o Business communities.
o Labor organizations.
o Educational institutions at the K-12 and postsecondary levels.
o National associations and organizations.
• Direct WTCS Office staff responsible for:
o Economic and workforce development.
o Approval of educational programs.
o Sound fiscal management including budgeting.
o State and federal aid and grants.
o System planning and policy studies.
o Tuition and fees determination.
o Facilities review and approval.
o Services for non-traditional students.
o System oversight, support and organizational effectiveness.
• Maintain active communication with WTCS and its various stakeholder groups including the Presidents Association, District Boards Association and Wisconsin Student Government.

Qualifications

Required Qualifications:
• Strong visionary, executive leadership, advocacy and administrative capabilities.
• Interfacing with diverse stakeholder groups and building consensus on issues.
• Developing robust partnerships with employers (both private and public sector) and their statewide organizations.
• Management and/or administration.
• Strategic and program planning.
• Building coalitions with diverse stakeholder groups.
• Demonstrated accomplishments and proven outcomes.
• Leveraging networks to advance the mission and vision of an organization.
• Demonstrated cross cultural competence and fostering access to and success in work and learning spaces.
• Using data and analytics to inform decisions.
• State and federal government processes.
• Public sector budgeting.
• Working with special populations and inclusive practices.
• Excellent communication, interpersonal, analytical and organizational skills.
• Knowledge of trends in technical and adult education.
• Academic credentials should be appropriate to leadership of a state Technical College System.
Preferred Qualifications:
• Although not required, a Doctorate or other terminal degree is preferred.
• Successful track record of high-level administrative experience in one or more of the following:
o government;
o technical and adult education;
o college or university; or
o public schools above the middle school level.
• Familiarity with the Wisconsin Technical College System and Wisconsin state government desirable
