Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FUEL DISTRIBUTION SYSTEM OPERATOR (TITLE 32), Position Description Number D2428000 and is part of the IL 126, National Guard.

Duties
As a FUEL DISTRIBUTION SYSTEM OPERATOR (TITLE 32), WG-5413-5/8/10, you will manage fuel on behalf of the Defense Logistics Agency (DLA) which consists of operations and maintenance of a FUEL DISTRIBUTION SYSTEM that includes a Type III Hydrant fuel system (at Air Refueling Wings) equivalent to a small fuel farm, fuels laboratory, cryogenic storage, bulk storage, base service station, fuels information service center, mobile fueling operations and the financial account management for missile propellants, aviation fuels, ground fuels and cryogenics utilized in support of aircraft, motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft.
Major Duties - This is NOT an all-inclusive list:
  • Organizes, administers and evaluates a segment of the fuels quality assurance program for the organization.
  • Determine status and adequacy of actions taken on prior inspection items and prepare accurate reports for management use.
  • Conduct statistical surveys of petroleum products in areas where trouble had been encountered.
  • Direct, inspect, operate and maintain a complete FUEL DISTRIBUTION SYSTEM(s) to receive, store, transfer and issue both aviation and ground fuels in a Type III hydrant system.
  • Operate, inspect and perform all required maintenance and repair on 400-5,000 gallon storage tanks.
  • Verify quality through the application of audit and investigative methods to ensure compliance with established guidelines.
  • Inspect systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/ outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms.
  • Extract samples from selected source throughout the base and submit to area laboratory for pollution control and correlation testing.
  • Must conduct surveillance inspections during operations of components in pump house and tank farms during receipt, transfer, sampling and issue of petroleum products.
  • Operate petroleum products distribution equipment by initiating and controlling the movement and storage of supplies throughout complete pipeline or tank farm systems, using telephone communications, signal systems, a central control board, or similar facilities.
  • Responsible for maintaining the Quality Control module in the Fuels Automated System Fuels Manager Defense (FMD) database.
  • Provide technical assistance to personnel in assigned organization in order to improve quality and enhance safety of equipment and workers using products.
  • Prepare local operating procedures based on supplements, regulations, and manuals of higher echelons in the area of quality assurance.
  • Perform operator maintenance to include checking components for operation, adjustment, pressures, and external leakage under pressure, removing/cleaning/inspecting receipt and dispensing strainers, calibrating additive injectors, draining water from lines, tanks, filter separator vessels and dike/containment areas.
  • Maintain hazardous waste management program, to include initial accumulation points maintenance & inspections.
  • Operate one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells.
  • Transport fuel from the bulk storage area to the flightline issue point, positions the vehicle for the refueling/defueling task as required.
  • Troubleshoot, test, and repair all aspects of mechanical & electrical systems and their subcomponents to include AC generators, complex wiring harnesses, regulators, automatic relays, AC and DC power generation circuitry, electrically controlled solenoids.
  • Inspect, maintain, perform operator maintenance, and minor repairs to support equipment and cryogenic samplers to include the following: air purging units, vacuum gauges, vacuum pumps, portable efficiency meters, portable samplers and other support equipment that is required to maintain the cryogenic storage tank in a ready condition to receive, store and transfer LOX or LIN.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required
  • Must be able to obtain and maintain a state driver's license.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,
  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted Only - Maximum Rank of E5
GENERAL EXPERIENCE: MUST possess experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.
SPECIALIZED EXPERIENCE: WG-10 Level MUST possess at least 18 months of experience or training operating, maintaining, repairing, troubleshooting and overhauling fuel systems and components.; experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines. WG-8 Level MUST possess at least 12 months of experience or training working in activities such as large fuel depots or fuel farms with complex, interconnecting line and pipe arrangements, and frequent requirements for large scale movement and transfer of a variety of liquid fuels. WG-5 Level MUST possess at least 6 months of experience or training which demonstrates the ability to use common hand tools and makes repetitive repairs; must have basic knowledge of the type of work performed by the occupational series; provide assistance to the journeyman by performing the simpler and routine duties of the trade.
