Job Description
Please note that for the first six calendar days of this posting, it is only open to ARW represented employees. If, during the initial six days, which ends on March 2, 2024, a qualified ARW represented employee(s) applies, it shall be awarded in accordance with Section 52.06 of the ARW Collective Bargaining Agreement (CBA). If there are no successful ARW represented bidders, this posting shall be extended to March 8, 2024, and will be considered open to all other applicants.
PURPOSE OF POSITION:
This position will execute and monitor the full range of customer purchases of freight transported by rail. Incumbent will coordinate all aspects of tracking, tracing, Waybilling, manifesting, billing, and communicating customers' requests from origin to destination for freight car movements via rail. Provide quality Customer Service in a timely manner to ARRC customers. Interface between external customers and internal business partners to include: Operations, Mechanical, Marketing, Accounting and Technology. Work to develop successful customer relationships by proactively focusing on support of the customer's business success as a means of sustaining the railroad's profitability. Ensure response to inquiries about ARRC services and other general questions are being handled or forwarded to correct person. Ensure systematic issues are researched and corrective actions are put in place to avoid future recurrence. Proactively communicate service modifications, operation plan changes, and major service disruptions to affected ARRC customers. Ensure customer and Freight Customer Service compliance with FRA Title 49 CFR rules and regulations, AAR and EPA. Calculate, generate, record and audit freight and ancillary charges for freight movements.
Duties and Responsibilities:Utilize complex electronic Transportation Management System (TMS) to accurately and thoroughly document customer transactions. Maintain accurate records in TMS for car status, customer work requests and relay customer requests to transportation department. Act as primary contact with customers by phone, email and in person regarding freight shipments. Coordinate intermodal services (COFC/TOFC) with customers for trailers and container movement between Anchorage, Fairbanks, Whittier, Seward and Seattle. Monitor and manage daily available capacity for TOFC movements between Anchorage and Fairbanks, and adjust customer allocations as required. Prepare waybills for customer shipments (both inbound, outbound and local). Prepare and relay clear and precise customer commitments and switching instructions to Terminal Supervisors. Work closely with internal work units (Accounting, Marketing, TOFC, Mechanical, and Transportation) to resolve problems, facilitate solutions and enhance Customer Service. Review data from multiple sources to accurately solve customer problems. Take corrective action, as needed, to improve the effectiveness of the Customer Service team. Monitor and manage inbound interchange to Seattle facility. Monitor and trace inbound and local interchange for large customer group, providing daily updates on locations, current and pending movements, repair status and interchange estimates. Prepare, generate and distribute reports to internal and external customers, both scheduled and as requested. Create, develop and generate data reports for various departments as requested. Maintain daily, weekly and monthly inventory tracking reports.Ensure all freight received complies with hazardous materials regulations. Ensure all TOFC hazmat is properly documented and entered TMS system and archive hazardous documentation per FRA/EPA regulations. Receive, process and verify the accuracy of paperwork and electronic data received from customers on all freight shipments and ancillary charges are entered, generated, and audited daily. Audit TMS revenue and data for discrepancies per customers' requests. Work closely with Freight Accounting to validate accuracy of revenue generated on freight car movements and ancillary charges. Provide local Tariff rates and charge schedules to customers. Verify and enter contract agreement rates for customer moves. Create, document and enter daily, weekly and monthly revenue for storage, switching and work performed outside normal switching operations.Maintain a good working relationship with customers by responding to all inquiries and complaints in a courteous and timely manner. Assist department in documenting processes and procedures that increases efficiencies and improves Customer Service and ARR profitability. Effectively communicate with co-workers to ensure continuity of operations and to reduce the potential for service failures to customers. Provide timely feedback to management regarding service failures or customer concerns.Perform audit and log TOFC Trailers stored in yard. Note any unsafe problems/situations and notify appropriate personnel.
FACTOR 1: Knowledge Required
Knowledge of Tariffs, accounting and billing procedures, Hazardous Materials Rules and Regulations, and Freight logistics preferred. Knowledge and ability to make administrative/procedural decisions and judgments; skills in organizing resources and establishing priorities; ability to communicate effectively, both orally and in writing; ability to analyze and solve problems; demonstrated ability to maintain confidentiality; intermediate skill in the use of personal computers and related software applications (Word, Excel required, Access, PowerPoint preferred); ability to create, compose, and edit written materials. Must have demonstrated knowledge, skills, and the ability to gather raw data, compile information, and prepare spreadsheets, reports, and/or graphs. Must demonstrate excellent use of grammar, punctuation and spelling. Requires thorough working knowledge of office automation functions; must type 40 WPM. Must be able to drive a motor vehicle and have a valid driver's license.
FACTOR 2: Supervisory Control
Works under the general supervision of Manager, Freight Customer Service. Works independently with a minimum of supervision in performance of a full range of work assignments varying from routine to complex, depending on the daily operations of the ARRC. Completed work is reviewed from the standpoint of expected results, accurate generation of revenue, conformity to policy and requirements, and/or complaints and feedback from customers. Situations not covered by instructions or precedents are referred to the Manager for assistance.
FACTOR 3: Guidelines
Guidelines are established by DOT, FRA, FTA, AAR, EPA, ARRC policies and procedures, Coast Guard regulations, 49 CFR, Emergency Response Guidebook, Hazardous Materials Regulations, Regulations on Explosives, Tariffs, TMS system manual, and software operating manuals. Significant deviations are referred to the Manager.
While some procedures are defined, there are numerous alternative applications dependent on varying circumstances and situations. In areas where procedures are not defined, incumbent must use experience to determine most appropriate approach to deal with situations. Incumbent must be able to use judgment in analyzing the situation and determining the best approach or method to use in completion of assignments. Rapidly changing situations may require incumbent to re-evaluate actions taken and new decisions to be made. Requires performing a variety of duties simultaneously, while adhering to strict time constraints.
Work has direct impact on railroad operations, revenue, and in the execution of operating plans. Must project a positive image of the ARRC to all customers. Promptness and accuracy could impact freight operations, other employees, the corporate operations and budget, railroad customers, the environment, and the general public.
To obtain, clarify, and provide information, resolve problems, answer questions, coordinate work efforts, and provide a variety of services. The contacts ensure efficient terminal operations, maximize coordination of work efforts with terminal superintendents, train crews, and other ARRC departments, and provide accurate information and services to all customers.
FACTOR 3: Scope and Effect
Work is critical to the operation of the Alaska Railroad. The work requires courtesy, alertness, efficiency, and time management in coordinating administrative and operational activities for the Transportation and Safety Departments. Accuracy and timeliness in processing is critical in order to avoid regulatory fines and penalties. The incumbent will be exposed to proprietary information, and must maintain the strictest confidentiality.
FACTOR 4: Personal Contacts
Incumbent is in contact with ARRC employees, visitors, vendors, and the general public. Incumbent may be required to work collaboratively with consultants performing a variety of functions for ARRC. Must have a professional appearance and demeanor as well as the ability to work with others in a friendly, helpful, and positive manner. Requires excellent interpersonal and communication skills, telephone, and email etiquette.
FACTOR 5: Physical Effort
Dexterity, coordination, and/or the ability to use a computer keyboard and read a video display terminal on a regular basis is required. Work is primarily sedentary. Motor vehicle license is required to take inventory of TOFC inventory of trailer storage yard.
FACTOR 6: Working Conditions
General office setting; however, may be required to take inventory of TOFC trailer storage yard. TOFC inventory checks subject incumbent to current weather conditions. Incumbents will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high quality work under limited time constraints. Incumbent must possess superior time management, recall and multi-tasking abilities.
Minimum Qualifications
Required Qualifications:
- High school diploma or GED equivalent
- Advanced computer literacy in operating a personal computer using word processing, spreadsheet, and database management systems such as Word and Excel.
- Excellent organizational, communication, and time management skills.
- Typing 40 WPM
- Ability to deal tactfully with internal and external customers.
- Ability to drive a motor vehicle and possess a valid driver's license.
- Ability to work a non-standard work schedule in a 24/7 operation.
Preferred Qualifications:
- Associate degree or relevant experience
- Three years of administrative or clerical experience
- Transportation, logistics or freight experience
- Experience with a freight Transportation Management System (TMS), or data base system
- Advanced analytical skills desired.

Retirement Plans
ARRC Pension Plan - Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
Early retirement, survivor and disability benefits are available for vested participants.
401(k) Tax Deferred Savings Plan - Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.
457 Deferred Compensation Plan - Participation is optional for non-represented employees.
Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.
