Description
The Modesto Irrigation District is currently recruiting to fill one full-time position in the Resource Planning and Development Department, Electric Resources Division to prepare, maintain and analyze data, charts and related records in support of technical tasks such as integrated Resource Planning, load forecasting, analysis of electric resource options, and a variety of technical analytical tasks relevant to the assigned area of responsibility.
Any Qualified Individual Apply. This is a non-exempt position and is allocated to the Administrative Technical and Clerical Bargaining Unit. The list established as a result of this recruitment may be used to fill other Engineering Technician I/II vacancies that may occur within the District through November 15, 2024. The position will be filled at the appropriate level based on the qualifications of the successful candidate.
Distinguishing Characteristics
Engineering Technician I This is the entry level class in the Engineering Technician series. Positions in this class typically have little or no directly related work experience. The Engineering Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to direction as procedures and processes of assigned area of responsibility are learned.
Engineering Technician II This is the journey level class in the Engineering Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.
Supervision Received and Exercised
Engineering Technician I: Receives immediate supervision from a higher level supervisor or manager.
Engineering Technician II: Receives general supervision from a higher level supervisor or manager.
Examples of Duties
Duties may include, but are not limited to, the following:
  • Prepare, maintain and revise files, records, graphs and summaries per instructions, through the use of computers, and other associated equipment;
  • Conduct complex analytical studies using production cost models, spreadsheets and other tools;
  • Conduct load and fuel supply forecasts;
  • Research technical topics and gather data in support of detailed technical analytical studies and projects;
  • Complete a variety of required regulatory filings;
  • Make engineering calculations;
  • Maintain files and prepare reports;
  • Provide technical direction and training for other department personnel;
  • Build and maintain positive working relationships with co-workers, other District employees, outside agencies and public using principles of good customer service;
  • Perform related duties as assigned.

Typical Qualifications
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Engineering Technician I
Knowledge of:
  • Principles of technical analysis and statistical techniques.
  • Electric utility principles, practices and terminology.
  • Basic methods and techniques of engineering, drafting, surveying, and estimating.
  • Algebra and problem solving as applied to technical analysis work.
  • English usage, spelling, grammar, and punctuation.
  • Principles and practices of safety management.
  • Modern office equipment including the use of applicable computer applications.
  • Principles and practices of effective customer service.

Ability to:
  • Learn to perform technical engineering including estimating, planning, surveying and designing electrical and/or irrigation systems.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures.
  • Perform technical research and make recommendations regarding economic and complex analytical problems.
  • Perform elementary engineering calculations with speed and accuracy.
  • Maintain records related to work activities; prepare reports.
  • Coordinate and schedule assigned tasks.
  • Maintain computer databases.
  • Perform technical research.
  • Plan, organize and prioritize assigned tasks and functions efficiently under time and pressure deadlines.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.

Experience: One year of experience performing technical engineering or technical analytical work that includes data analysis and statistical work is desirable.
Education: High school diploma or equivalent. Two years of college with substantial course work in engineering or other technical field to include basic electricity and mathematics at the trigonometry level.
License and Certificate: Possession of a valid California Class C driver's license.
Engineering Technician II
In addition to the qualifications for the Engineering Technician I:
Knowledge of:
  • Methods and techniques of data analysis.
  • District functions, policies and procedures.
  • Principles and practices of integrated Resource Planning.
  • Principles and practices of load forecasting.
  • Regression and statistical analysis.
  • Pertinent local, State, and Federal codes, regulations and laws, and District standards.

Ability to:
  • Independently perform technical analytical duties.
  • Perform technical research and make recommendations regarding routine technical analytical problems.
  • Perform complex engineering calculations with speed and accuracy.
  • Analyze complex data and make reasonable recommendations based on findings.

Experience: Three years of progressively responsible experience similar to Engineering Technician I with the District.
Training: High school diploma or equivalent. Two years of college with substantial course work in engineering or other technical field to include basic electricity and mathematics at the trigonometry level.
License and Certificate: Possession of a valid California Class C driver's license.
