Job description

The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways.

The Department of Conservation and Recreation is seeking qualified candidates for the position of Flood Program Environmental Engineer III, Water Resources.  

This position provides technical assistance to municipal officials and others regarding construction requirements in floodplains through community visits, telephone/email contacts and workshops.  Reviews and comments on proposed floodplain development issued through the MEPA Monitor. Reviews other technical documents related to floodplain development as directed, such as found in grant applications or other proposed projects. Conducts work under the FEMA CAP-SSSE annual scope of work as directed, including conducting CAVs and CACs. Assists with inquiries regarding floodplain management in general.

DUTIES:

-Evaluates municipal floodplain management practices through scheduled audit visits and telephone contacts with community officials and site inspection of floodplain construction (CAVs and CACs).

-Reviews municipal floodplain district regulations for compliance with federal requirements and recommends changes when necessary to ensure compliance with federal NFIP regulations.

-Provides technical assistance with floodplain map reading, interpretation of regulations and policy, and construction requirements to local officials, insurance agents, lenders, attorneys, consultants and property owners through telephone conversations and email; may also include site visits or conference-style online meetings.

-Organizes and conducts technical workshops for local officials and professional organizations

-Reviews Environmental Notification Forms published in the MEPA Monitor for proposed project consistency with federal and state floodplain regulations.  When appropriate, writes comment letters for signature and forwarding to MEPA staff

-Tracks progress of FEMA map studies and reviews Elevation Certificates for completeness and compliance as well as for applicability to proposed or non-compliant construction.

-Assists in limited review and/or distribution of FEMA flood map and study information, Letters of Map Amendment and Letters of Map Revision.

-Performs related duties as assigned.

PREFERRED QUALIFICATIONS:

-Knowledge of general floodplain management principles, regulations and practices.

-Knowledge of the principles and practices of Environmental Engineering, including terminology and standard abbreviations used.

-Knowledge of the principles of hydraulics applied to surface runoff, drainage, pipes and culverts, erosion and sedimentation.\

-Knowledge of the principles of hydrology, including hydrologic cycle, groundwater flow, flood and flood control and runoff storage)     Ability to analyze and determine the applicability of Environmental Engineering data, to draw conclusions and make appropriate recommendations.

-Ability to read and interpret documents such as plans, specifications, blueprints, drawings, etc. 

-Ability to prepare technical and general reports, as well as charts, graphs and tables.

-Ability to maintain accurate records, and to use general online tools and products for work presentations and files.

-Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.

-Ability to establish and maintain harmonious working relationships with others on the team as well as with customers.

-Ability to work independently (e.g. teleworking) and be responsive to manager.

-Ability to adapt to varying work situations, and to travel as needed.

MINIMUM ENTRANCE REQUIREMENTS:  Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of Environmental Engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

 

Substitutions: 

I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor's degree with a major in Environmental Engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* 

III. A Graduate degree with a major in Environmental Engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
