Job description

MassDEP seeks applicants for the position of Environmental Engineer IV (EE IV). This position is assigned to the Southeast Regional Office (SERO) Bureau of Air & Waste Air/ New Source Review program, located in Lakeville, MA.

 

Under the direction of the Air Quality Permit/ New Source Review Section Chief, or designee, the EEIV will perform engineering reviews of Air Quality Plan Applications, which include but are not limited to: Cumulative Impact Analysis (CIA) reports, air pollutant and toxic air pollutant monitoring plans, implementation of MassDEP's Environmental Justice (EJ) Policy as it pertains to new and modified stationary sources, and compliance/ enforcement activities concerning stationary, area, and major air pollution sources located in the southeast region of Massachusetts. Duties include review of Limited Plan Applications (LPA), Comprehensive Plan Applications (CPA) and other applications for minor to complex facilities (e.g. power plants, resource recovery facilities, landfills, incinerators, manufacturing facilities and industrial facilities, etc.) and drafting of air quality plan approvals and permits.  Engineering review includes examining plans, specifications, designs, technical and supportive information for environmental impact and compliance with federal and state air pollution control regulations and Department policies; and performing calculations as necessary to check the accuracy of submitted information. An integral outcome of the LPA and CPA reviews is the determination of the Best Available Control Technology (BACT) emission limitation for each proposal.

This EE IV position will serve as the lead reviewer in the New Source Review program for stationary equipment and operations (e.g. electrical generating equipment, motors, fans, process handling equipment or similar sources of sound) that have the potential to cause noise and associated measures to eliminate, suppress and/or mitigate sound impacts from equipment and operations that are part of Air Quality Plan Application Review.

 Duties will also include:

       Supervise assigned staff and work.

       Supervise the enforcement of regulations relative to the air pollution control program and plan application requirements.

       Develop strategies for dealing with compliance and enforcement in the area of air pollution control, when necessary.

       Deliver expert testimony at court proceedings.

       Prepare case histories of violations of air pollution control regulations for legal action.

       Maintains a working knowledge of air pollution control regulations, policies, guidelines, standards, and technology.

       Provides input in the development and interpretation of Department regulations, policies, and guidelines.

       Evaluates opportunities for source reduction / pollution prevention of pollutants and incorporates procedures in plan application approvals to promote source reduction and pollution prevention.

       Assists environmental analysts and Environmental Engineers of lower grade in the calculation of air pollution emissions and in the understanding and application of technical and regulatory procedures relative to air pollution control.

       Working with Department colleagues and local officials to investigate and resolve public complaints of air pollution (noise, dust, odor, combustion, etc.); and conducting site visits to sources as necessary during investigations.

       Conducting single media air quality compliance inspections at facilities and preparing compliance reports and enforcement documents as required.

       Reviewing compliance reports submitted by facilities and recommending enforcement action as appropriate based on the review.

       Providing outreach to the regulated community and the general public.

       Participating in pre-application meetings with project proponents outlining site specific EJ issues and related CIA issues.

       Meets with and advises representatives of engineering consulting firms, industry, agency staff and other interested parties to provide guidance on the permit application process including, depth of information required, applicable regulations, policy, and guidelines.

       Performs site inspections as part of plan review to assure plans are accurate and that potential receptors are properly addressed in the source impact review.

       Performs site inspections of sources of air contaminants such as industrial processing equipment to identify and/or prevent violations of regulations.

       Perform off-site inspections/ document review of facilities to determine compliance with permit requirements and regulations.

       Prepares letters of deficiency / completeness and inspection reports.

       Prepare written enforcement documents.

       Represent the Department at enforcement meetings.

       Identifies cross program (IWW, RCRA, etc.) issues to assure they are properly addressed in air pollution control permitting.

       Maintains databases relative to applications and coordinates with the Data Manager to assure data bases are accurately updated in a timely manner.

       Reviews MEPA documents and attends relevant meetings as a Department representative.

       Represent the Department at public meetings and hearings.

       Performs related work as required.

 

Preferred Work Experience:

Knowledge of all aspects of air pollution control especially Best Available Control Technology, meteorology, industrial processes and practices, state and federal air quality and climate laws and regulations as they apply to air quality permitting and compliance.

  • Familiarity with the federal Clean Air Act and state and federal air pollution control regulations and policies.
  • Proficiency in reviewing and evaluating top-down Best Available Control Technology analyses, engineering plans, specifications and standard operating and maintenance procedures relative to industrial processes, incinerators, power plants and air pollution control equipment.
  • Knowledge of sound power level monitoring, sound power and pressure level analysis and sound suppression/mitigation measures which deliver the lowest sound level increase above background.
  • Knowledge of air quality computer dispersion modeling and the inter-relationship between energy and air quality. 
  • Initiative and ability to work independently while also interacting effectively in a team environment; 
  • Excellent computer skills, including a working knowledge and experience with Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Access; and
  • In addition, the successful applicant must demonstrate excellent written and oral communication skills and be in possession of a valid Driver's License.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of Environmental Engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least three years must have been in a professional capacity and (C) of which at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions: 

I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor's degree with a major in Environmental Engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience * 

III. A Graduate degree with a major in Environmental Engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
