This is a highly responsible professional, technical and administrative work in researching, developing and monitoring grants. The employee develops a schedule of programs, projects and activities to obtain grant funding; prepares grant applications and coordinates a wide variety of grants. The incumbent prepares the department's annual budget including budgetary monitoring and control.
Work also includes the research, analysis and coordination of a variety of special projects from inception through completion. Work is performed under the direction of the Finance Director and is reviewed through conferences and reports.Plans, manages and reviews the work of city staff and contracted consultants engaged in securing and monitoring grant funded activities, and preparation of the Annual Action Plan, the Consolidated Annual Performance and Evaluation Report and Consolidated Plan.Writes, reviews, monitors and disseminates information regarding state, local, federal, corporate and foundation grants, and ensure the grants are administered in accordance with local, state and federal policies.Monitors grant fiscal records for compliance with local, state and federal policies and grant contracts. Prepares and submits monthly financial reimbursement requests and quarterly and annual financial reports.
Implements and maintains automated tracking of grant status for auditing/budgeting and other informational needs required for statistical report and analysis.Directs the collection of revenues from the granting sources and administers contracts associated with these revenues.Coordinates and secures cooperative efforts from other governmental agencies and their representatives, and community or civic organizations. Drafts interagency agreements for finalizing by city attorney as part of the grant application process.Acts as the department's liaison with other agencies and community organizations representing the City in a variety of meetings, committees, task forces and other related groups in order to receive or convey information.Coordinates with professional and technical personnel in planning, designing, developing and implementing grant funded programs and projects. Provides grant policy and regulation requirements to other department staff and ensures that grants are processed and programs are carried out in compliance with local, state and federal policies.Provides support to the CDBG Citizen Advisory Committee meetings and provides assistance through the preparation of written background materials, summary notes of meetings, mid-year and annual performance reports.Monitors the CED Department's budget, in concert with the Finance Department, to assure adequate resources are available to accomplish departmental and city goals.Responsible for oversight of City's Tax Increment Finance District reporting requirements to the State of Illinois.
This requires coordination with the Finance Department.Assures compliance with the State of Illinois' Enterprise Zone administration and reporting requirements.Represents the City with economic development organizations and professional associations leading to enhanced economic development status. These could include, but not be limited to, the Illinois Tax Increment Association and the Illinois Enterprise Zone Association.Plans, researches, coordinates and administers a variety of special projects related to departmental operations.Possession of a valid Class "D" Illinois driver's license or an equivalent license from the employee's state of residence.Graduation from an accredited four year college or university with major course work in economic development, planning, accounting, finance, economics, political science, business or public administration or a related field; some accounting experience is required; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:Knowledge of accounting and program management principles. This includes principles and practices of program development, budget and financial and statistical record keeping.Knowledge of government accounting and budgeting procedures as they pertain to federal grants.Skill in accounting for financial transactions and preparation of financial reports, writing grant proposals and responding to request-for-proposals.Extensive knowledge of federal, state, local and foundation regulations governing grants and their funding mechanisms including expenditure and reporting requirements.Maintains primary responsibility for grant schedules and tracking of grants.Knowledge of computer operations, including word processing, graphic packages, spreadsheets, databases and specialized software.Ability to communicate complex technical and legal information effectively to a variety of groups and individuals both orally and in writing.Highly organized, with the ability to work under pressure, use independent judgment and produce a quality work product within tight time constraints.Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive information.Ability to establish and maintain effective working relationships with other city employees, committee members, CDBG subrecipients, HUD, Illinois and other representatives, and the general public.Performs related duties as assigned.Selected candidates must meet a residency requirement, which includes a ten-mile radius on the Illinois side of the Quad Cities within one year of hire date.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
