Job description

JOB SUMMARY:

The purpose of this classification, under administrative direction, is evaluating, reconciling, and problem solving regarding accounting, budgeting, and internal audit processes. Employees in this classification perform complex accounting, budgeting, grants, fixed assets, project costing, business planning and forecasting, feasibility studies, and internal audit work. Position is responsible for coordinating and reviewing grants, preparing journal entries, preparing fund financial statements, and less complex notes to the Annual Comprehensive Financial Report (ACFR), and related accounting reports.

ESSENTIAL JOB FUNCTIONS:

Reconciles and maintains a variety of funds and accounts.

Prepares adjusting and closing entries.

Prepares monthly bank reconciliation for Master Account and other accounts held by the City.

Performs treasury functions such as monitoring available cash and investment balances to ensure adequate cash for operations.

Routinely reports cash status to the Finance Director.

Coordinates and reviews contract and grant billings (including FEMA reimbursement activities) and monitors all grant accounts receivables to ensure City receives payments as appropriate.

Prepares and/or assists in preparation of audit schedules and documents, working closely with the auditors in the preparation of annual financial reports.

Ensure compliance with audit management letter recommendations as directed by the Finance Director.

Maintains the City’s fixed assets and supply inventory accounting activities.

Maintains the City’s long term debt ensuring timely debt payment and transaction recording.

Monitors debt service requirements ensuring adequate available funding for timely payments.

Prepares long term debt audit schedules.

Assists City departments in analyzing anticipated revenues, expenditures and other relevant data to ensure the development of a balanced budget and distribute the monthly budget to actual reports to each of the departments.

Participates in the preparation, management, and coordination of the City’s annual budget.

Reviews purchase requisitions and vouchers payable to ensure compliance with City purchasing policies and procedures.

Provides relevant information to employees in the finance department.

Performs test counts, pricing, and reconciliations necessary to complete the physical inventory of the golf course and garage; ensures that audit is expeditious and accurate.

Prepares monthly sales tax returns and payroll tax returns; reconciles payroll reports with wire transfer tax deposits.

May assist customers at the counter, collect monies, respond to requests for information, and provide telephone coverage as needed.

Performs other related duties as assigned.

Education and Experience:
Bachelor’s Degree in Accounting or Finance from an accredited higher educational institution; supplemented by two (2) years previous experience and /or training in governmental accounting functions.

Any combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the job may be substituted.

Licenses and Certifications:
Valid FL Driver’s License or ID

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Generally accepted accounting principles as applied to governmental accounting. Budget preparation as applied to governmental accounting. City purchasing policies. Federal, and state tax return requirements. Auditor General of the State of Florida rules and requirements. Enterprise fund, grant, and contract budgeting. Related computer applications. Record keeping, report preparation, filing methods, and records management techniques. Administrative principles and practices, including goal setting, program budget development, and implementation. Methods and techniques of research, statistical analysis, and report presentation.

Skill in:

Using tact, discretion, initiative and independent judgment within established guidelines. Analyzing and resolving office administrative situations and problems.

Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.

Researching, compiling, and summarizing a variety of informational and statistical data and materials.

Communicating clearly and effectively, both orally and in writing.

Preparing clear and concise reports, correspondence and other written materials.

Mental and Physical Abilities to:

Write reports, correspondence, and procedure manuals.

Read, analyze, and interpret professional periodicals and journals, technical procedures, and government regulations.

Apply concepts such as fractions, percentages, ratios and proportions to practical situations.

Deal with problems involving a few concrete variables in standardized situations.

Working Conditions:

The incumbent's working conditions are typically quiet.

While performing the essential functions of this job the employee is regularly required to sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear, and lift and/or move up to 10 pounds.

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.
