Description
Are you passionate about serving your community? The City of Laguna Beach is currently seeking an individual who desires to serve our beautiful, seaside community as a Fire Safety Inspector.
Laguna Beach: With seven miles of City beaches and towering hills with captivating Pacific views, Laguna Beach residents enjoy some of the most stunning landscapes in Southern California. Laguna Beach hosts millions of visitors to its world famous art festivals and beautiful beaches. Services provided to its resident population of approximately 23,000 include police, fire, marine safety, recreation, parks, public works, community development, parking, transit and animal control.
The Department: The Fire Department is organized into three budgetary divisions, Fire Operations/Training, Fire Prevention, and Measure LL funding. The Department responds to approximately 3,500 requests for emergency service each year. The majority (60%) for these incidents are emergency medical related; responses to fires in buildings, vehicles or the wildland, account for another 15% of the Department's emergency responses and 15% of emergency responses are rescues involving trapped persons as a result of vehicle accidents, falls from a cliff, construction site accidents, and weather-related incidents. The Department also responds to spills and releases of hazardous materials, public service and other miscellaneous requests which account for the remaining 10% of the Fire Department's incident responses. The Department maintains a fully equipped emergency response force of twelve firefighters and one chief officer on duty, at all times. The staff personnel include the Fire Chief, Deputy Chief, three Battalion Chief Officers (both have suppression and administrative duties), an Administrative Fire Captain, a Fire Marshal, a Fire Safety Inspector, an Administrative Assistant, a Senior Analyst, an Emergency Coordinator, and a part-time Fire Prevention Officer.
The Position: Under general supervision, the incumbent is responsible for coordinating and conducting vegetation hazard inspections; defensible space inspections, assisting with the presentation of education programs to the public, maintaining records and databases on inspections, and performing related duties as required. This position may assist on a wide range of fire prevention initiatives and hazard prevention activities; perform basic fire inspections in residential, commercial, and school occupancies; on occasion, prepare fire prevention public information; completes reports, issues notices, prepares correspondence and performs related work as required.
The Fire Safety Inspector position reports to the Fire Chief and Fire Marshal and may assist in the supervision of volunteers.

A candidate selected for this position must successfully complete a thorough reference check/employment verification, background investigation including a Live Scan fingerprint check, and a pre-employment medical exam including drug testing.
Examples of Duties
  • Interprets and enforces provisions of fire prevention codes and Fire Safety laws and standards, and City and State ordinances.
  • Performs Wildland Urban Interface (WUI) and other vegetation hazard inspections.
  • May perform routine safety inspections of new and existing buildings, structures and installations requiring fire clearances; identifies fire hazards; recommends corrective actions; performs follow-up inspections to see that corrective actions have been taken.
  • Researches, prepares, and issues fire and life safety notices, permits, and correction letters that outline compliance issues and deficiencies.
  • Works with other City staff pertaining to fire prevention related issues pertaining to projects and other related activities.
  • Assists in the pursuance of legal remedies for non-compliance, including issuance of pre-citation notices, preparing legal complaints, and possibly testifying in court.
  • Prepares reports related to fire prevention activities.
  • Interprets and applies defensible space codes and regulations.
  • Conducts presentations and represents the city/department with a professional appearance and demeanor at all functions.
  • Conducts property surveys for the purpose of identifying Fire Safety hazards, and to ascertain completion of requested abatements; issue notices to abate and citations, as appropriate.
  • Inspect property for weed and combustible materials that may constitute a fire hazard; writes correspondence setting forth violations and conditions for abatement. Enforce fire prevention regulations, including exterior hazard and general fire hazard notices.
  • Answers inquiries and responds to complaints from the public regarding fire and safety hazards, abatement procedures, and regulations.
  • Performs Wildfire Home Consultation Inspections.
  • Performs invasive plant inspections and coordinates mitigation.
  • Assists with the (CERT) program as an instructor and/or coordinator as needed.
  • Delivers Public Education topics/presentations.
  • Assists the Emergency Operations Coordinator with disaster preparedness public education including presentations, workshops, community classes, or other duties as assigned.
  • Maintains records of inspection and enforcement efforts including detailed reports, correspondence, photographs, and other evidence, which may be used in legal proceedings.
  • Researches and compiles data for code violation cases such as property ownership, permits, contracts, and legal descriptions.
  • Inspects construction for the threat of wild land fires and ember flow.
  • Issues notices of code violations involving vegetation management and defensible space.
  • Testifies in both civil and criminal proceedings regarding violations and enforcement actions.
  • Provides public education materials to better inform the public of risks of wildfire and means to protect their property.
  • Operates City vehicles and equipment in a safe and legal manner.
  • Principles and techniques of fire inspection work is desirable.
  • Performs related duties as required.
  • Incumbents are expected to exercise knowledge and training in the performance of essential functions.
  • Duties are performed under limited supervision.

Qualifications
Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying. A typical combination is as follows:
Education: The following Fire Inspector 1 courses are required.

  • Fire Inspector 1D

Experience: A minimum of one year of full-time experience in fire prevention or related experience is required.
Desirable Qualifications:
Education: An Associates degree or higher in Forestry, Fire Science, Environmental Science, Business Administration, Emergency Management or a closely related field is desirable. A Bachelor's Degree is highly desirable.
Desired training in the following areas:
  • Federal Emergency Management Agency IS-100 - Introduction to the Incident Command System
  • Completion of CA State Fire Marshal Fire Inspector 1 and 2

Licenses and Certificates: Due to the performance of field duties which may require an employee in this position to operate a personal or City vehicle in the conduct of business, a valid California driver's license and an acceptable driving record is required.
Supplemental Information
Knowledge of: Knowledge of fire protection principle, especially as it relates to wildland fire in the urban interface, Incident Command System, computer operations and basic office software, fire prevention code regulations; National Fire Prevention Association (NFPA) standards, the City Municipal Code, fire alarm, life safety and fire protection systems, research methods, techniques, and statistical analysis.
Ability To: Communicate effectively, both orally and in writing, to a wide variety of customers, prepare letters and reports, provide excellent customer service, use computers and applicable software applications, interpret and apply applicable Federal, State, and/or Local laws, rules, and regulations, perform mathematical calculations, maintain records, handle multiple tasks simultaneously, detect fire hazards, read routine blueprints, independently conduct fire inspections, apply technical knowledge and follow proper inspection techniques, detect deviations from plans, regulations and safety practices, be self-motivated, work independently to complete assigned duties and responsibilities in a timely manner, stay apprised of fire prevention codes, requirements and standards, logically and creatively utilize a variety of analytical techniques to solve complex fire prevention challenges, work effectively with the public and representatives of other City departments and agencies, and build and maintain positive working relationships with stakeholders to ensure that assigned fire prevention coordination efforts are successful.
Physical, Mental and Environmental Working Conditions: The Fire Safety Inspector will be working within an office environment and in the field. The Inspector will be working in natural environments in the Wildland Urban Interface (WUI), which includes steep slopes and property with unmaintained vegetation. Mobility and dexterity sufficient for climbing, balancing, crouching, crawling, reaching, standing, walking, driving, lifting, fingering, grasping, feeling, talking, hearing, seeing and performing repetitive motions on steep and uneven ground. Ability to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 20 pounds of force to move objects. Willingness and ability to work in exposure to inclement weather and temperature extremes; and be subjected to moving mechanical parts, electrical currents, vibrations, fumes, dusts, gases, poor ventilation, chemicals, inadequate lighting, workspace restrictions, intense noises and travel. On occasion may be required to work weekends and emergency call in.

Retirement: The City offers membership in the California Public Employees Retirement System (CalPERS). The retirement formula is based on appointment date and membership status with CalPERS. 2% at 62 for PEPRA CalPERS members, or 2.5% at 55 for Classic CalPERS members.
Health Coverage: The City covers the medical and dental insurance premium costs for employee-only and provides a contribution towards dependent premium costs. A medical insurance waiver program is available for employees covered by medical insurance other than the City's medical insurance.
Vacation: Vacation leave accrues at a rate of 96 hours per year. This increases to 136 hours per year after five years of service, and to 176 hours per year after nine years of service. A cash-out option exists for accrued vacation time.
Holiday: The City provides 90 hours for 11 paid holidays per year.
Sick Leave: Sick leave accrues at a rate of 80 hours per year. Unused sick leave is available for cash-in at 50% value into your Retirement Health Savings (RHS) account.
Retirement Health Savings Plan: The City, on your behalf, deposits a monthly pre-tax contribution of $100 into your RHS account.
Life Insurance: The City provides a life insurance benefit in the amount of $50,000, including coverage for Accidental Death and Dismemberment and Long-term Disability.
Pay Plan: The basic pay ranges are composed of 8 steps, with each step varying by approximately 5%.
Acting Pay: Employees will receive an additional 5% of their current base salary for working out of classification for 15 or more consecutive workdays.
Alternate Work Schedule: City Hall is currently operating on a 9/80 work schedule. Other work schedules may be available including, but not limited to, a 4/10, 9/80, 5/8 or other work schedule as may suit the operational needs of the City. Alternate work schedules are subject to City Manager approval.
