Back to all Jobs Fire Marshal Location: Town Hall, Carrboro, NC 27510 Department: Fire-Rescue Job Status: Not Specified Rate of Pay: $59,506 - $72,597 Apply Now General Definition and Conditions of Work Performs difficult protective service work planning, organizing, and conducting fire inspections, performing plan reviews, and conducting fire protection system tests, planning, organizing, and conducting prevention activities, developing, and administering division budget, investigating fires to determine origin and cause, and related work as apparent or assigned. Work is performed under the limited supervision of the Fire Chief. Divisional supervision is exercised over assigned inspection personnel.

Physical Requirements This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling, lifting and repetitive motions, frequently requires standing, walking, climbing or balancing and stooping, kneeling, crouching or crawling and occasionally requires sitting and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, exposure to outdoor weather conditions, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment, frequently requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to vibration and occasionally requires wet, humid conditions (non-weather), exposure to extreme heat (non-weather) and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic). Essential Functions Plans, organizes and conducts required fire inspections; supervises and directs fire inspectors; establishes and reviews emergency evacuation plans for large public facilities; assists with fire drills as necessary; investigates and responds to complaint calls regarding fire code violations.

Performs plan reviews and conducts fire protection systems tests; issues various required permits and inspects sites/facilities for compliance; issues citations and/or administrative warrants for code violations as required. Participates in and conducts various training programs; coordinates training to ensure all state and federal mandates are obtained. Develops general objectives for Fire Prevention Division; meets with staff members and discusses work plans; provides updates on major projects; attends meetings; serves on committees related to the prevention of fires.

Plans, organizes, and coordinates all Community Risk Reduction activities; develops plans, conducts and/or supervises delivery of the Community Risk Reduction program; speaks to civic and school groups. Assists with the budget development process; creates purchase orders; maintains inventory of materials. Establishes policies; creates forms; maintains documentation of fire inspections; assists in creating new town ordinances for the Fire Department and the Fire Prevention Division; prepares and maintains reports and records; appears in court as required.

Investigates fires to determine origin and cause; trains staff in current determination methods and trends; maintains investigation report files and other required documentation; works within judicial system and appears for court proceedings as required. Conducts occupational safety and health inspections of all fire department facilities; administers comprehensive fire department occupational safety and health safety program to ensure compliance with regulations; serves on the town safety committee; establishes and implements policies and procedures for compliance with federal and state occupational safety and health requirements; provides training on a variety of occupational safety and health topics; prepares safety policies and guidelines for the fire department. Performs the duties of Fire Chief, Deputy Fire Chief and subordinate officers as required or assigned.

Knowledge, Skills and Abilities Knowledge, Skills, and Abilities - Comprehensive knowledge of the modern principles and techniques of Community Risk Reduction and fire prevention, including inspection, fire hazards and methods of eliminating hazardous conditions; comprehensive knowledge of the fire prevention code, practices and policies; comprehensive knowledge of the modern principles and practices of fire investigation; comprehensive knowledge of flammable liquids and gases and hazardous chemicals, their proper use and storage requirements; some knowledge of electrical wiring systems and their capacities; thorough knowledge of the geography of the town and the location of important buildings; ability to maintain records and prepare detailed technical reports; ability to establish and maintain effective working relationships with associates and the general public. Special Requirements Must meet and maintain all department and state training and certification requirements for the position. Valid driver's license in the State of North Carolina.

Required Certifications: North Carolina Firefighter Level II (or equivalent certification, ability to obtain legal recognition in NC required) EMT-Basic Cardiopulmonary Resuscitation certification (American Heart Association Healthcare Provider certification preferred) Hazmat-Operations Fire Officer II North Carolina Fire Inspector II (or equivalent certification with the ability to obtain legal recognition in NC, probationary certificate allowed, standard certification must be obtained within six months of employment) Fire Investigation Technician NIMS 100, 200, 700, 800 Preferred Qualifications: Fire Inspector III (required within two years of employment) Fire and Life Safety Educator (required within one year of employment) North Carolina Certified Fire Investigator or equivalent (required within five years of employment) NIMS 300 and 400 (required within two years of employment) Experience with the plan review process.
