Under supervision of the Fire Chief, performs responsible administrative work in the development, implementation and administration of a comprehensive fire prevention, fire inspections and education program. Performs technical work in the review of construction plans for code compliance and approving permits for fire systems installation. This position is classified as exempt and is not subject to the Fair Labor Standards Act overtime regulations.
PRIMARY TASKS:
  • Oversees a fire prevention program encompassing state-mandated fire inspections, re-inspections, new construction inspections, and pre-construction plan review.
  • Examines construction project plans to ensure compliance with codes and ordinances.
  • Provides guidance regarding fire code requirements, inspection procedures, and requirements for obtaining permits.
  • Supervises staff; performs training, performance coaching and evaluation, and participates in hiring process as necessary.
  • Conducts on-site inspections of construction projects at various stages of completion; assesses construction methods for compliance with fire code requirements.
  • Conducts code-mandated routine inspections.
  • Manages community fire education and training initiatives.
  • Administers the fire prevention program, ensuring fire inspections are conducted in accordance with Town ordinance.
  • Manages complaints related to fire protection installations or violations of fire prevention ordinances; conducts investigations into more complex enforcement issues.
  • Ensures records and databases are maintained according to State and Town standards.
  • Takes an active role when necessary in Emergency Response and Operations.
  • Responds to fire and emergency medical calls when needed.
  • Manages fire prevention budget.
  • Attends various meetings as department representative.
  • Submits quarterly review and analysis data.
  • Performs other duties as assigned.

EQUIPMENT OPERATED: Frequent use of fire and medical equipment including hose lines, nozzles, pumps, hydrants, extinguishers, ladders, hand tools, extrication tools, air masks, defibrillator, and related equipment.
REPORTING RELATIONSHIP: This position reports to the Fire Chief.
WORKING CONDITIONS:
  • Employee has potential for exposure to dangerous situations under adverse conditions, including smoke, heights, fire, fumes, heat, cold, emergency driving, etc.
  • Employee exposed to inside and outside environmental conditions, both hot and cold weather.
  • Must be able to respond to call backs on days off to assist with emergency situations.
  • Must be able to wear and work in fire department breathing apparatus and protective clothing.
  • Must be able to physically perform the basic life operational functions of reaching, standing, walking, lifting, grasping, talking, hearing, and performing repetitive motions.
  • Must be able to perform heavy work exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

JOB CONTEXT: This position works 40 hours per week during the five-day work week. Weekends and overtime are sometimes necessary to fulfill job duties upon approval from the Fire Chief. The stress level of the job is moderate to high.
EDUCATION: A.S. or B.S Degree in Fire Protection Technology, Fire Science, Construction Technology or related field preferred; or equivalent combination of training and experience.
EXPERIENCE: Considerable experience as a fire inspector, including supervisory experience, and the plan review process. Familiarity with E-Plan and Tier II reporting, The Compliance Engine, Bluebeam Revu, Knox Box program administration, and Emergency Reporting.
KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of fire department policies and procedures.
  • Thorough knowledge and understanding of fire prevention principles, laws, engineering, construction, and protection equipment systems.
  • Thorough knowledge of NFPA and other national standards as related to the construction and fire protection of various structures.
  • Ability to recognize existing and potential fire hazards in a variety of structures and installations.
  • Ability to read and interpret blueprints, site plans and designs, and evaluate construction plans as they relate to fire protections systems and code compliance.
  • Ability to enforce rules and regulations firmly, tactfully, and impartially.
  • Ability to assess and develop clear standards for approving proposals concerning code compliance or proposed alternative methods of compliance.
  • Thorough knowledge of fire ground procedures including fire streams, forcible entry, fire behavior, water supplies, salvage, and overhaul.
  • Knowledge of command procedures, including the ability to supervise and account for personnel under emergency conditions.
  • Knowledge of alarm and communication procedures.
  • Skill in use of assigned equipment and software.
  • Ability to establish and maintain courteous and effective working relationships with other employees, representatives of emergency agencies, and the public.
  • Knowledge of the budget process, and related policies and procedures.
  • Knowledge of Human Resources policies and procedures, problem identification, and conflict resolution practices.
  • Time management skills; including the ability to plan, develop, and execute tasks and schedules.

SPECIAL REQUIREMENTS:
  • Possession of valid North Carolina class B driver's license
  • North Carolina Firefighter Level II certification
  • North Carolina Level III Fire Inspector
  • North Carolina North Carolina Fire Officer II
  • Incident Command certificates: ICS 100, 200, 300, 400; NIMS 700, 800.
