Job description

Performs protective service work conducting fire prevention inspections, fire cause and origin investigations, fire safety promotion and providing technical assistance to citizens and Fire Department personnel concerning fire code issues, assisting in administering the comprehensive emergency preparedness program, and related work as apparent or assigned. Work is performed under the moderate supervision of the Emergency Management Director.

  • Responds to fire scenes where a cause and origin has not been determined by the responding fire department, serious injury or death has occurred or upon request of responding agency to include on call and response after hours, weekends and holidays.
  • Conducts investigations of fire related crimes or violations; gathers evidence; assists local, state, and federal law enforcement agencies with criminal investigations; testifies in court.
  • Performs fire prevention inspections for non-residential occupancies such as businesses, institutions, churches; conducts inspections as required by law in residential occupancies used for day care and foster care.
  • Investigates complaints of fire code violations and complaints of illegal or dangerous burning activities.
  • Performs clerical work and general office duties including, but not limited to, typing, filing, and answering telephone calls.
  • Assists in the operation of the County Emergency Operations Center during emergencies.
  • Responds to emergency events in the county that require a multi-agency response, involve hazardous materials at fixed sites or in transit, require specialized response such as search and rescue, weather related damage or injury, require the assistance of a state or federal resources, or a request for assistance has been made by the law enforcement, fire or EMS agency on the scene of any incident.
  • Assists emergency agencies in the county in performing their duties, both day to day and during emergency situations as needed.
  • Assists in summarizing and reporting emergency or disaster response activities to the County Manager and elected County and municipal officials as applicable.
  • Assumes the duties of the Emergency Management Director or the Fire Marshal when assigned and/or required.
  • Other duties as assigned.
Some knowledge of all aspects of public safety activity including fire/rescue, EMS, law enforcement and two-way radio communication systems; some knowledge of the principles of hazardous materials, radiation and radiology, nuclear power, transportation methods, and methodology; some knowledge of federal, state and local laws, ordinances and regulations regarding fire safety codes; some knowledge of the principles used in fire suppression; ability to direct diverse county-wide emergency management team and respond to disasters; ability to analyze and evaluate a variety of facts and to make effective decisions; ability to exercise sound judgment in emergency situations; ability to communicate ideas effectively in both oral and written formats; ability to read and interpret blueprints, plans and specifications; ability to interpret the Fire Prevention Code impartially; ability to deal with the general public with tact, courtesy and discretion; ability to establish and maintain effective working relationships with various local, state and federal government agencies, associates and the general public.
High Diploma or GED and the ability to demonstrate minimal experience in Fire Inspections and/or Firefighting. Candidate should possess Firefighter I and II certification through NCOSFM or demonstrate ability to obtain reciprocity. Candidate should possess NC Fire Inspector I, or Probationary Level I and demonstrate the ability to obtain certification within 2 years of employment. Though not required for initial employment, experience and/or certification in Fire Investigations is preferred.
Special Requirements:
Required
  • Hazardous materials training
  • Incident command training certifications. ICS 100, 200, 300, 400, 700, 800 preferred.
  • Valid driver's license in the State of North Carolina.
  • NFPA Physical
  • One hour or less response to any part of the county while on call
One year of employment
Possession of or ability to obtain Certification as NC Fire Investigator Technician or completion of NFA R.206 in one year.
Three years of employment
  • Level II Fire Inspector
Five years of employment
NC CFI or IAAI CFI.
Prefer
  • Basic and advanced arson investigation
  • Possession of NC Firefighter II
  • NC Fire Investigator Technician
Valid driver's license in the State of North Carolina.
This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy. This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires standing, walking, speaking or hearing and reaching with hands and arms, frequently requires using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting and occasionally requires sitting, tasting or smelling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather), exposure to fumes or airborne particles and exposure to extreme heat (non-weather) and occasionally requires working in high, precarious places, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, working with explosives, exposure to vibration, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).Employment Type: Full-Time Permanent
