Job Summary
Responsible for a range of budgetary and fiscal analyses in support of the Agency's budgetary planning and development and fiscal operations. Performs a variety of independently technical and analytical functions in the areas of Financial Planning budget development, variance analysis and financial management.
Conduct financial, statistical, and analytical assessments, including financial modeling, revenue/cost forecasting, and risk/return analysis; and prepares and assists in the preparation and reporting of financial reports.
Essential Duties
  1. Assist Agency divisional directors and provide recommendation to formulate, evaluate and monitor project expenditures and reporting.
  2. Analyzes financial and historical data and completes financial report to understand and explains agency cost and revenue streams.
  3. Generate fiscal feasibility analysis of new / proposed programs and projects. During program financial reviews, participates and may articulate fiscal strategies and desired outcomes.
  4. Research and prepare multi-divisional analyses on a variety of issues and projects involving resource management, internal cost control, and strategic fiscal planning and projection.
  5. Provide support to Agency management in analyzing financial information, drawing conclusions and formulating recommendations.
  6. Creates budget and budget narratives for the Request for Proposal (RFP) process and reviews with management.
  7. Develop forecasts of net income based upon projections naturals, presents results, and reports and explains variances.
  8. Assist in the design of systems for automation of financial management reports and other automated programs integrated with the primary accounting/financial system as needed.
  9. Develop program budgets. Calculates, analyzes, and validates budget items including direct and indirect allocations line items. Prepares analysis of program support, cost, advises and consults with program managers about budget and financial issues.
  10. Review financial history, various regulations and external resources to recommend approaches in resolving accounting problems or the appropriate application of procedures or reporting.

11. Other duties and related responsibilities, as assigned to support specific department/business needs.
Education Requirements
• AA/AS Degree in Business/Accounting/Finance and 5 years of progressively responsible, related experience required.
or
• BA/BS Degree in Business/Accounting/Finance and 3 years of progressively responsible, related experience required.
Other Specific Requirements
• Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Child Abuse Index Check (CAIC) background clearance.
• Valid California Driver's license with two years of experience driving and clean driving record may be required.
