GENERAL SUMMARY
The Finance Director (FD) of the Village of Yellow Springs, Ohio, is responsible for overseeing compliant financial operations of the Village. This is accomplished through close partnership with the Village Manager. The FD is charged with the oversight and strategic management of a $4.3 million General Fund Budget and $7.8 million in Enterprise Fund Budgets (Electric, Water, Sewer, Refuse) as well as special revenue, debt service, and capital budgets, including preparation of the fiveyear forecast. The FD is responsible for operation of the Utility Billing Office and Accounts Payable & Payroll. The FD supervises four (4) employees. The Finance Director assists the Village Manager, Department Heads, the Mayor, and Council with their respective budgets and oversight.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Communicate and work effectively with other Village employees and customers.
2. Create financial reports, providing information to the target audience. This communication will be tailored in a way that is
understood by each specific audience.
3. Assist the Village Manager and Departments with overall financial planning strategies to include creating an annual budget,
monthly and quarterly reports.
4. Provide strategic analysis and related cost projections to assist with the evaluation of budget options to the Village Manager and
Department Heads.
5. Present information and reporting to a variety of internal and external audiences, verbally and or in writing.
6. Provide information and data upon request of the Village Manager and Council. Cash basis accounting used
7. Collect fees accordingly as needed, maintaining proper controls related to managing cash as needed
8. Reconcile accounts within 30 days of end of accounting periods.
9. Assist in completing necessary forms and maintaining records to ensure compliance with local and state requirements
10.Draft Supplemental and Transfer legislation as needed
11.Assist all staff with the use of the SSI system for financial management
12.Supervise four (4) clerical staff
13.Prepare for and facilitates successful annual state audit
14.Attend training workshops and staff meetings as needed
15.Attend council meetings as needed
16.Develop 5-year project revenue streams
17.Perform other duties as assigned
Requirements:Required Minimum Education and Experience ?
-Bachelor’s degree in accounting/ finance or combination of applicable education and experience ?
-5+ years financial management and control experience to include strategic analysis in a government and/or public finance position -Customer service ?/ Supervision of employees / Presentation of information to internal and external audiences
Preferred Minimum Experience ?
-In depth knowledge of accounting software and municipal accounting principals ?
-State Audit Preparation / Payroll management / Accounts payable and receivable /?Utility billing – Authority Utility / SSI software

-Ensure that Utility Billing rates are adjusted and charged per law and in a timely manner.
-Produce month end utility billing summary for Village Manager. ?
-Pass a pre-employment physical and drug test, criminal background check and financial background check required.
-Employee must be bondable.
