Position Description
The Department of Education and Early Learning (DEEL) is charged with transforming the lives of Seattle's children, youth, and families by eliminating opportunity gaps and preparing students for kindergarten, improving academic achievement, and ensuring students graduate prepared for college and a career. The Early Learning Division's annual operating budget for 2023 is $73M and includes funding from local levies, the general fund, special revenue funds, and a state grant.

This temporary non-benefits-eligible position is eligible for overtime and is classified as a Finance Analyst, Senior and is expected to start as soon as possible (end of January or beginning of February 2024), ending in May 2024. The full pay range for this step-progression position is $45.68 - $53.20 per hour. Non-benefitted temporary assignments begin at Step 1 of the pay progression, which is $45.68 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions/out of class assignments. Employees will be given premium pay in lieu of benefits.
The first round of interviews for this position are tentatively scheduled for Wednesday, January 24 and Thursday, January 25, 2024.
The work of this temporary assignment will primarily be performed via telework/remote work. The person in this role will be required to report onsite to work roughly once or twice per pay period, although this may change based on operational needs. Individual schedules will be based on agreement between the employee and their supervisor.
Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360), which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language, interpretation, or translation services to the public on behalf of the City of Seattle.

Job Responsibilities

- Providing financial management of Early Learning programs, including the Seattle Preschool Program, ECEAP state grant, and Birth-3 investments, in collaboration with the Finance Manager
- Providing technical assistance and financial management support to the Early Learning Division program staff and Contracts team
- Preparing standard and ad hoc financial reports
Here's more about what you'll be doing:
- Preparing financial reports (budget to actual, variance, labor, ad hoc, etc.) for leadership and program managers based on a variety of source data such as complex Excel workbooks, PeopleSoft accounting system, or the Citywide Contract Management System (CCMS)
- Conducting research and analyses relating to financial, policy, or operational concerns, including cost projections for grants; and making recommendations to leadership based on findings
- Preparing and modifying financial summaries and invoice templates in support of Early Learning contracts
- Developing and submitting grant-required reports according to grant requirements
- Providing assistance to program staff regarding financial policies, budgets, and accounting processes

Qualifications

- Bachelor's Degree in a Business or Public Administration, Finance, Accounting, or a related field
- Three (3) years of professional experience in budget management, financial analysis, accounting, or a related field

- Four (4) years of professional experience in budget management, financial analysis, accounting, or a related field
