Job Purpose:
Under supervision of the Residential Services Program Manager the Field Supervisor plans, directs and coordinates the work of SDC's weatherization agency staff, sub-contractors and clients to support the goals of the weatherization program. Including but not limited to auditors, final inspectors, pre-inspectors. Identifies, plans and estimates cost of effective fieldwork to achieve maximum energy savings. Oversees the evaluation and award of weatherization projects to trade contractors, ensuring that all work is of high quality, completed according to the work order and done at a reasonable cost. Reviews and approves payments and change order requests. Consult with state. Prepares weekly production reports, updates Program Manager on the overall financial budget and expenditures. Obtains quotations, estimates and prepares requests for bids, tabulates results, makes recommendation for awards. Tracks and analyzes historical pricing and unit costs.

Essential Duties:
- Ensures that all work under the program is performed in accordance with state regulations and agency guidelines.
- Ensures that program files are accurate, consistent and conform to state requirements.

- Assigns equipment and materials to Energy Auditors
- Oversees the organizational support, scheduling priorities and budgeting to meet planned goals.
- Provides guidance and direction of staff. Trains, assesses performance, secures training opportunities for staff development.
- Works as a liaison between SDC and Internal and external sub-contractors.
- Plans and coordinates schedules of project managers, energy auditor staff, weatherization crews, tools/equipment and other resources necessary. Creates weekly reports to update the status of projects work plans.
- Provides guidance to staff and contractors. Resolves questions from clients, crew and subcontractors arising in the field.
- Reviews audits for completeness and accuracy and passes along to production manager.
- Participates in weekly production meetings to evaluate the status of goals.
- Evaluates and reports on contractors' performance monthly.
- Participates in monthly Quality Assurance meetings with weatherization staff, vendors and contractors for policy compliance, improvement initiatives and training opportunities.
- Tracks Agency tools and equipment usage and calibrations. Ensures proper materials are on inventory to support production.
- Assists with the planning, coordination and documentation of department's health and safety policies, initiatives, training and insurance requirements.
- Negotiates with vendors, recommends creates purchase requisitions and order supplies.
- Monitors overall job costs and weatherization budgets.
Requirements
Skills/qualifications:
- Strong leader with planning, scheduling, communication and supervisory skills.
- Ability to delegate and manage multiple work groups including internal staff, sub-contractors and suppliers.
- Ability to manage multiple projects and to promptly solve problems with limited information.
- Demonstrated experience in construction contract administration, project management, procurement processes and safety policies.
- Background in construction, home energy principles, basic accounting principles, and budget forecasting.
- Data entry, accounting skills, customer service.
- Demonstrated experience using Microsoft Office Suite Excel, Word & PowerPoint.
- Must be highly organized, able to effectively prioritize owns work and others to meet multiple deadlines.
- Able to conduct effective meetings, create accurate reports and identify and address quality issues.
Experience/Education/Training/Certifications:
- Bachelor's Degree in Construction Management, Engineering, Architecture AND/OR three (3) years of any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
- 2-3 years general construction experience, project management with experience in HVAC, Electrical, Plumbing trades or equivalent verifiable work experience.
- OSHA 10 hour course and Department of Health Services Lead Renovator, required
- Ability to obtain BPI Building analyst, Quality Control Inspector or equivalent and DHS Lead Supervisor and Asbestos Supervisor within eighteen months of employment.
