Occam Solutions seeks a strong Facility Security Officer (FSO) on a full-time basis. Reporting to the Managing Director, the Facility Security Officer will have overall responsibility for establishment and oversight of the Company's Compliance Program, functioning as an independent and objective body that reviews and evaluates compliance issues/concerns within the organization. The position ensures that management and employees are in compliance with the rules and regulations of regulatory agencies, client contracts, and company policies. The FSO will handle processing of personnel clearances, employee briefings, visit requests, providing a wide variety of duties in the administration of National Industrial Security Program Operating Manual (NISPOM) and other government security regulations.. The Facility Security Officer manages all aspects of the Department of Defense Facility Clearance Program. The job will be at AMEX Headquarters in downtown Washington, DC.
Responsibilities:
- Develops, initiates, maintains, and revises policies and procedures for the general operation of the Company's Compliance Program (Security, Contractual, IT, etc.) and its related activities to prevent illegal, unethical, or improper conduct.
- Serves as primary point of contact and liaison with U.S. government agencies and Defense Security Services.
- Ensures compliance with NISPOM and all security protocols required by customers or contracts, and keeps abreast of ever-changing security regulations.
- Facilitates the successful preparation and completion of annual inspections to ensure government compliance.
- Facilitates the Department of Defense Facility Clearance Program and all aspects of the personnel security clearance process via JPAS, including security prescreen interviews, SF86 form submissions, annual refresher briefings, annual security audit, initiation of the security clearance process for employees through E-QIP, managing reinstatements, in-process, and out-process, etc. through JPAS.
- Monitors and identifies changes of security regulations and informs management about changes.
- Develops and periodically reviews and updates the Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.
- Ensures that all requisite reporting, assessments, inspections and audits are conducted in a timely manner and all necessary documentation and files are adequately maintained.
- Collaborates with other departments (Human Resources, IT, Program Management) to direct or establish appropriate policies or processes and address compliance issues for investigation and resolution.
- Provides requisite training to HQ and Field staff to maintain individual and organizational security requirements.
- Represents the company to external agencies (regulatory, DOD) to ensure effective management of compliance and reporting requirements to maintain a Top Secret Level Facility clearance.
- Responds to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
- Acts as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately evaluated, investigated and resolved.
- Provides reports on a regular basis, and as directed or requested, to keep senior management informed of the operation and progress of compliance efforts.
- Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
- Works with the Human Resources Department and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
- Assists contract proposal staff in all aspects involving security requirements.
- Monitors the performance of the Compliance Program and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness.
- Creates, submits, and manages Visit Authorization Requests for contract staff.
- Maintains DD254, SF 328, SF 312, and KMP Lists, Board of Directors' meeting minutes for security assessments.
- Creates and maintains the graduated scale of disciplinary actions.
Qualifications:
- Bachelor's degree in Business or another relevant field or equivalent experience
- Must have a Top Secret Clearance
- Must have completed STEPP (Security Training, Education and Professionalization Portal) Certification
- Minimum of 2 years of experience conducting establishment and oversight of the Company's Compliance Program in an international development organization
- Excellent interpersonal skills to include working with clients, employees, management, and peer security professionals at external agencies a must
- Excellent analytical, communication, presentation, time management and problem-solving skills
- Strong computer and database application skills and proficiency with spreadsheets (Excel, Power Point, Word)
- Able to work in a fast-paced environment, able to multi-task, comfortable working in teams
