Zinnia Health’s Executive Directors are responsible for providing strategic leadership for the organization by working with the Management Team and Clinical Staff to establish long-range goals, strategies, plans and policies. In this role, we are seeking an experienced Director level Substance Abuse treatment professional, who is also a former United States Veteran, to guide us on designing and implementing a veteran-specific, evidence-based treatment program geared towards those individuals struggling with Substance Abuse disorders and/or Mental Health issues, PTSD, etc. Our ideal candidate will come with existing relationships and ties to the VA community, along with the ability to foster new relationships through effective networking, marketing, and community relations.


Location: Banning, CA; Lake Arrowhead, CA (Ability to travel amongst these locations in the interim).

JOB DUTIES & RESPONSIBILITIES


PLANNING AND EVALUATION

  • Create, build, and implement a comprehensive Substance Abuse and Mental Health Treatment program dedicated solely to United States Veterans.
  • In collaboration with the Management Team establishes future goals and plans and recommends broad organizational policies governing the operation of the Organization.
  • Plans, manages, and coordinates the external relations of the organization.
  • Plans, develops, and maintains strategic alliances and relationships with other organizations that meet the needs of the Organization and consumers, and which position the Organization for the future.
  • Assures that the Organization complies with relevant standards and regulations.
  • The Executive Director consults with community and state agencies regarding program regulations and legal changes that may affect services.
  • The FA plans and oversees program evaluation and outcome measures in conjunction with other agency staff and functions.
  • The person filling this role must be able to conceptualize issues and develop solutions from a system-wide perspective.
  • The Executive Director takes responsibility for preparing the Organization for federal, state, local policy and market changes that will impact operations.

FINANCIAL RESPONSIBILITIES

  • Monitors Organization's financial condition, including revenues, expenditures, and reserves on an ongoing basis. They make appropriate adjustments to maintain the Organization's financial viability.
  • Tracks proposed changes in funding for the organization's activities and, with the senior managers, projects potential impact on the operation of the Organization.
  • Plans and pursues opportunities for local, state, and federal funding for new or existing programs.
  • Oversees preparation and submission of budget proposals/projects to Management Team.
  • Plans and implements appropriate risk-containment strategies.
  • Approves expenditures as required by the Organization's budget and financial authority policies.

PROVISION OF SERVICES

  • The Executive Director is responsible for integration/coordination of clinical functioning with financial and information services. The Executive Director arranges staff training to ensure intra-agency coordination both among clinical staff and between clinical and accounting/MIS staff Assures service quality standards.
  • Supervises qualitative and quantitative comparison of service needs with current services.
  • The Executive Director helps assure that consumers have a recognized voice in Organization functioning.

PERSONNEL RESPONSIBILITIES

  • Recruits and selects employees, reassigns, evaluates, and terminates staff (employee recruitment selection and selection limited to directly supervised staff.
  • Determines staffing patterns needed relative to Organization and client needs.
  • Assures credentials of directly supervised staff are valid relative to current requirements of their assigned positions.
  • Regularly communicates the mission, vision, strategic and business plans, and policies and procedures to Organization employees.

COMMUNITY RELATIONS

  • Responsible for, and actively participates in, public education and public relations within the service area. Promotes good public relations in the service area by membership and participation in one or more local community organizations.
  • Serves as the key staff spokesperson for public and community relations. Represents the Organization in meetings with other related community agencies, community officials, and the public.

RELATIONSHIP TO MANAGEMENT TEAM

  • With the assistance of the Management Team, prepare the agenda for regular Management Team meetings.
  • Attends general Management Team and committee meetings as requested.
  • Recommends appropriate policies to the Management Team by providing information which is relevant and needed to assist the Management Team in reaching sound decisions in establishing policies.
  • Assists the Management Team in developing strategic management goals and objectives (including outcome indicators, timelines, and responsibilities) for the Organization.

MINIMUM QUALIFICATIONS


EDUCATION & EXPERIENCE

  • A person having adequate education, experience, and knowledge regarding the nature and treatment of alcoholism and drug addiction.
  • A minimum of four years’ experience in the management of a behavioral health and/or Substance Abuse treatment organization.
  • Experience as a former Veteran on how to build an evidence-based treatment program geared towards United States Veterans struggling with Substance Abuse disorders and/or Mental Health issues, PTSD, etc.
  • Existing relationships and ties to the VA community along with the ability to foster new relationships through effective networking, marketing, and community relations.

CERTIFICATES & LICENSES

  • No license is required for this position.

KNOWLEDGE

  • Knowledgeable about community resources providing services alcoholics and addicts may need.
  • Knows and understands the principles and techniques of alcoholism and drug abuse counseling.
