The Commercial Fisheries Entry Commission is recruiting for an Executive Director Located in Juneau!
The Organization's Purpose:
The Alaska seafood industry is one of the state's leading economic sectors bringing in over $5.5 in economic activity and employing over 60,000 people. With fisheries that range from Ketchikan to Kotzebue, annually there are more than 12,000 people who renew almost 18,000 permits. The Alaska Commercial Fisheries Entry Commission (CFEC/Commission) is the agency responsible for issuing those permits and getting Alaska's commercial fishing industry on the water. The Executive Director is the lead manager for this critical agency.
What You Will Be Doing:
The director provides lead administrative support for the Commission's four main functions, licensing, research, adjudications, and information technology. Moreover, the key roles include managing administrative affairs and financial resources, preparing the agency's annual budget request, preparing legislative fiscal notes and financial reports, authorizing agency expenditures, performing and overseeing payroll and accounting functions, hiring and supervising staff, procurement and inventory, and property management. This position reports to and receives general direction from the commissioners and works with the commissioners on any matters needing action so the Commission can fulfill its statutory mandate designed in the Limited Entry Act (AS 16.43). The Executive Director handles a variety of functions and confidential information, so must exercise a high degree of judgment and maintain utmost professional discretion in carrying out the duties of the position.

CFEC is a small, quasi-judicial agency with a close-knit group of professionals. CFEC is an independent agency, separate but affiliated with the Alaska Department of Fish and Game. As lead manager in the agency, this position offers a high degree of exposure to many levels of the seafood industry sector.
The Working Environment:
The position works in Juneau, Alaska in a centrally located professional office complex, approximately 8 miles from downtown Juneau.

Minimum Qualifications
Under AS 39.25.110(D), CFEC is exempt from the provisions of the State Personnel Act, which includes the merit system and recruitment, and this position serves at the pleasure of the Commissioners. While no minimum qualifications have been established for this position, the following qualifications are suggested:
Degree in relevant field from an accredited college or university.
AND
5 years of supervisory experience.
AND
3 years of senior level managerial experience.
OR
At least ten years of relevant work experience.

- competencies in a number of administrative functions including planning, human resources, budgeting, fiscal, and reporting;
- knowledge in State of Alaska systems including the Alaska Budget System (ABS), and Integrated Resource Information System (IRIS);
- familiarity with legislative and executive branch organization, structure and functions; and
- strong communication skills, both as a public presenter and in writing.
- Agency Operations
- Monitors and evaluates operations to ensure appropriate use of agency resources, smooth process coordination, adequate quality control, and effective implementation of policies, procedures, and programs.
- Develop and implement strategic plans that meet commission goals and objectives under the direction of the Commissioners.
- Develops, interprets, and applies policies and procedures for agency operations. Conducts research to ensure conformance with all applicable rules followed by the Commission regarding court rulings, statutes, and regulations. May direct the work of technical and/or clerical staff assigned to assist in the research projects.
- Drafts or assists in the preparation of publications, position papers, and informational pamphlets concerning the agency's programs and services. Works with the Section Leaders and commissioners to complete the annual report for submission to the Legislature. Also writes and edits memos, reports, and other communications where complex data and/or regulatory issues must be explained clearly.
- Participates with the Commissioners at legislative hearings and meetings to explain and justify the agency's programs and budget. Represents the agency at various meetings and conferences. Responds to inquiries concerning Commission policy matters, program operations, legislative proposals, administrative reviews, and quality control.
- Develop positive relationships with key stakeholders, including permit holders, fishery groups, and other government agencies.
- This is a supervisory position with substantial responsibility for the exercise of independent judgment in managing the day-to-day operations of the commission.
- Oversees annual preparation of the agency budget; serves as an advocate for the budget request submitted to the Legislature and responds to inquiries concerning the budget.
- Responsible for fiscal management that anticipates operating expenses within the approved budget and ensures maximum resource utilization.
- Hires subordinates, evaluates and provides direction and guidance to staff, to ensure that CFEC services meet high standards for quality and customer service.
- Addresses employee grievances; takes or approves disciplinary action as appropriate; appoints, promotes and transfers subordinates as needed to achieve program goals; assigns and reviews work, approves leave, and prepares performance evaluations.
- Works to create a culture of transparency and communication throughout the organization providing direction and guidance to subordinate staff to ensure CFEC programs meet high standards for customer service.
- Plans and organizes supervisory and staff meetings, executive meetings, and ad hoc Commission meetings or teleconferences.
