EXECUTIVE DIRECTOR

Inmate Disciplinary Oversight Board

Nashville, TN

Salary Range: $7,500 - $15,000 per month

Closing Date: 04/03/2024

Job Overview:

There is created a full-time, autonomous Inmate Disciplinary Oversight Board ("the Board"). The purpose of the board is to review the grant, denial, and removal of inmate sentence credits by a warden for good institutional behavior and to determine whether sentence credits previously awarded should be removed for commission of a major infraction designated by the department as a Class A disciplinary offense or for an inmate's refusal to participate in an assignment.


How you make a difference in this role:

The Board Director will serve as the director of operations for the Inmate Disciplinary Oversight Board. The person in this position will be responsible for management and oversight of the day-to-day agency program operations, administrative functions including fiscal and administrative support to the agency Board and facilitator of all public meetings. The person in this position reports to and serves at the discretion of the Inmate Disciplinary Oversight Board.

Key Responsibilities:

1) Board Governance: Works with the Board to fulfill the mission and obligations as defined by statute and in the Board's mission statement.

Responsibilities include:

a. Conducting all business in a manner that supports and guides the mission as defined by statute and the Board.

b. Communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function effectively and to make informed decisions.

2) Financial Performance and Viability: Utilizes resources and budgets accurately in compliance with state policy, procedure and guidelines to ensure the financial stability of the Board.

Responsibilities include:

a. Maintaining fiscal integrity of the Board, to include submission to the Board of a proposed annual budget and monthly financial statements, which accurately reflect the financial condition of the organization.

b. Ensuring fiscal management that anticipates operating within the approved budget, ensures maximum resource utilization, ensures the agency operates is good stewards of state funding and ensures the maintenance of the Board in a sound financial position.

3) Board Mission and Strategy: Works with the Board and staff to ensure that the mission is fulfilled through collaboration with other agencies, strategic planning and community feedback.

Responsibilities include:

a. Assisting in implementation of objectives that carry out the Board's mission.

b. Strategic planning to ensure the Board can successfully fulfill its mission and objectives in a sound and fiscally responsible manner.

c. Maintaining a professional image when working closely with other government, professional, civic, and private entities to foster a positive reputation of the Board to align with the Board's mission statement and Statute.

d. Establishing and maintaining relationships with various organizations and agencies and utilizes those relationships to strategically enhance the Board's mission.

e. Serving as the Board's Information Officer to the agency's constituents, the media and the general public. Timely responds to public records inquiries.

4) Organization Operations: Provides oversight and management to ensure the implementation and utilization of appropriate resources in all operations of the agency and Board.

Responsibilities include:

a. Supervising staff appointed by the Board.

b. Administration of the Board's operations.

c. Signature Authority for all notes, agreements, and other instruments made and entered into and on behalf of the Board.

d. Strategic planning and implementation of policies approved by the Board and create reports relative to the operations of the Board.

e. Overseeing and organizing Board and committee meetings and ensure all meetings are scheduled and prepared for in a timely manner, including agendas, slides, lunches, etc.

f. Ensuring employment and administrative policies and procedures for all functions and for the day-to-day operation of the Board are adhered to and other duties as assigned by the Board.

Required Experience:

Professional Qualifications Required

  • Bachelor's degree and eight plus years of experience serving as fiscal/budget manager or experience providing oversight to day-to-day agency administrative operations.
  • Demonstration of leadership and experience as a person who carries out responsibilities in a transparent manner with a high level of integrity.
  • Ability to envision and convey the agency's strategic future.
  • Strong written and oral communication skills.
  • High level strategic thinking and planning.
  • Demonstrated ability to manage and collaborate with staff.
  • Previous success in establishing relationships with individual, other agencies, and the public.
  • Demonstrated organizational abilities, including planning, delegating, program development and task facilitation.
  • Demonstrated financial management skills, including budget preparation, analysis, decision making and reporting.
  • Dedicated work ethic.
