POSITION SUMMARY: The Prevention & Recovery Executive Director is responsible for the overall development, management, and operation of both inpatient and outpatient program sites and services administered.  include staffing, program development, budget development and monitoring, program evaluation, quality assurance, risk management and marketing support relating to the program.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide vision, motivation and leadership to all CNPRC employees, clients and volunteers.

  • Devise and implement a participatory management system which pushes decision making and accountability down to the lowest appropriate level.
  • Empower and evaluate professional employees, using coaching and mentoring techniques, encourage and support development opportunities in keeping with new organization structure.
  • Maintain an overview of the organization to assure that all program services and systems are developed in accordance with all regulatory standards and congruent with organization philosophy.
  • Model behavior which support the overall philosophy and design of the organization.
  • Ensure compliance with all applicable federal, state and organization standards and regulations as related to substance abuse counseling.
  • Seeks diligently for additional funding sources from available grants.
  • Responsible for the individual, group and/or family counseling as related to substance abuse issues.
  • Responsible for maintaining and assigning programs debits from the appropriate line items and maintain a copy of all debits to ensure that the program is completely within proposed budget.
  • Submit full summary reports both monthly and annually which consists of client demographics and current spending trends to the Comanche Nation Business committee and General Council.
  • Maintains complete compliance of the terms and agreements of all funding agencies.
  • Develops the program budget, monitors budget performance, and ensures effective cost control methods are implemented.
  • Develops appropriate and effective quality assurance standards are implemented.
  • Maintains professional memberships and continuing education as required by licensure and certification.
  • Represents the program in a professional manner in the local, regional and national communities, promoting sound organizational and management innovation.
  • Ensures adherence to standards of care.
  • Manages variation in clinical practice to improve efficiency, effectiveness, and cost.
  • Ensures a culture of accountability and transparency in the provision of care.
  • Stays abreast of internal/external benchmarks, accreditations, and designations and actively pursues efforts to achieve.
  • Stays abreast of legal and regulatory standards and ensures compliance.
  • Develops and implements policies, procedures, and practices in compliance with all legal/regulatory standards.
  • Ensures delivery of high quality, client-centered care through program flow coordination, effective communication and admission & release/graduation planning.
  • Promotes culture and traditions in client care, wellness and education.
  • Manages day to day operations by utilizing effective leadership, organizational, analytical, process and problem- solving skills.
  • Fiscal responsibility to meet or exceed budget projections/expectations for people, products and services is expected.
  • Coordinates and implements community prevention programs for adult and youth.
  • Maintains strict confidentiality of all client information and client affairs.
  • Provides advocacy, develop and maintain support among tribal committees, tribal members, healthcare professionals, and community agencies.
  • Maintains client records and data collection systems vital to tracking and documenting the program, services, and activities.
  • Plan and organize adequate staffing to meet patient needs.
  • Responsible for interviewing, hiring, and training of employees; planning, assigning, and directing work; and addressing complaints and resolving problems.
  • Completes performance reviews and issues disciplinary actions as needed for the management team; assists managers in counseling, disciplining, terminating and hiring of subordinate staff.
  • Oversee discharge planning & manage relationships to ensure each client is set up for continued success in their recovery.
  • Enforces all pertinent Comanche Nation policies & procedures, regulations and guidelines.
  • Must be able to interact with people who have varying degrees of temperament and keep and even temper while under stressful conditions.
  • Organize, develop and facilitate program sponsored events.
  • Communicate relevant and necessary information to appropriate staff while adhering to confidentiality standards.
  • Ensures the upkeep and repairs of all program vehicles.
  • Identify and evaluate the needs of clients and assisting clients in accessing appropriate resources.
  • Ability to work independently and to develop solutions to problems with minimal supervision.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with staff, clients, government officials, and the public.
  • Must possess good verbal and written skills and be able to communicate ideas and concepts adequately.
  • Possess a thorough understanding of alcoholism as it pertains to Indigenous people.
  • Other duties as assigned.

 

REPORTS TO: Reports to the Tribal Administrator and supervises all program staff.

 

PHYSICAL DEMANDS: Must be able to lift a minimum of five (5) lbs. Must be able to stand, sit or walk for long intervals as needed for program functions.

 

WORK ENVIRONMENT: A majority of work will be completed in an office setting which is housed at the inpatient facility. May complete work in various environments and temperatures as needed to complete program activities and/or objectives. Occasional in state and out of state travel may be required.

 

QUALIFICATIONS:

  • Masters degree in Psychology, Sociology, Criminal Justice or related field from an accredited college or university.
  • Must posses a Licensed Alcohol and Drug Counselor (LADC) certification from the State of Oklahoma.
  • Must possess a minimum of five (5) years of work experience in substance abuse, psychology, criminal justice, or closely related field.
  • Must possess a minimum of three (3) years of work experience in a chemical dependency inpatient facility.
  • Must possess a minimum of three (3) years of supervisory work experience.
  • Must be able to pass a federal “Covered” background investigation.
  • Must have current valid drivers license and be insurable under the Comanche Nations motor vehicle policy.
  • Must be willing to submit to and pass drug testing.
