Duties
The incumbent serves as the site director of FEMA's Mount Weather Emergency Operations Center (MWEOC) reporting to the Associate Administrator, Office of National Continuity Programs (ONCP). The incumbent formulates and recommends MWEOC policies to the Associate Administrator, establishes standards and procedures, and implements, evaluates, and improves MWEOC programs and activities. The incumbent is responsible for providing direction, management, and coordination of MWEOC activities and operations, to include support functions, facilities management, financial management, and national security program support. The incumbent's duties are designed to provide efficient management and administrative support the ONCP mission and programs as they relate to MWEOC.
EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of Emergency Operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays.
All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground.

Failure to meet the basic qualification requirement and all Technical and Executive Core Qualification factors automatically disqualifies an applicant.
Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS - MANDATORY
1. Experience managing National level Operations Centers, with national security program requirements and knowledge of national security related activities, programs, and systems to include interpreting the intent of said documents.
2. Proficient in analyzing emergency management and national security related contingency program requirements and plans, U.S. policy, Federal government capabilities, and the maintenance and enhancement of complex and dynamic tasks.
3. The ability to make effective decisions regarding the application of scarce resources and modifying goals and objectives based on changes in legislation, program authority, and/or funding as required.
4. Extensive knowledge of and experience with planning, programming, and budgeting (formulation and execution) and demonstrated ability to translate policies into executable programs and budgets.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended.

Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2: LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
