Plan, organize, coordinate the various activities of the City's Erosion and Sediment Control program; establish and administer permitting and inspection procedures and policies for construction sites in accordance to all applicable codes, ordinances and regulations; implement program goals and objectives and perform a variety of administrative, professional and technical tasks in support of assigned area of responsibility.

Bachelor's degree from an accredited college or university in Civil Engineering, Environmental Engineering, Natural Sciences, Biology, Architecture; and
Four (4) years of experience administering the Erosion and Sediment Control operations of a Municipal Separate Storm Sewer System or preparing and maintaining Storm Water Pollution Prevention Plans for land development construction.
Experience in designing, maintaining, and inspecting Stormwater Pollution Prevention Plans is preferred.
Experience in enforcing the Construction General Permit for land development construction sites is preferred.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's License, or the ability to obtain one by the date of hire. Possession of a City Operator's Permit (COP) within six (6) months from the date of hire.
Possession of a Certified Professional in Erosion and Sediment Control or the ability to obtain one within six (6) months from the date of hire.

- Pertinent Federal, State, and local laws, codes, and safety regulations
- Recent developments, current literature, and information related to Construction General Permit and Erosion and Sediment Control Ordinance §14-5-2-11, compliance activities such as Environmental Protection Agency case studies and laboratory evaluations of the effectiveness of various Best Management Practices.
- Methods and techniques of compliance of the Environmental Protection Agency and enforcement strategies of cooperating regulatory agencies relative to the Construction General Permit and Erosion and Sediment Control programs
- Principles and practices of business letter writing and basic report preparation
- Office equipment including computers, scanners, copiers, cameras, and I-phones. Software including ESRI ArcGIS 10.7.1, Adobe Pro, Microsoft Office 2019 (Outlook, Word, Excel, Access, Paint 3D), and AutoCAD 2019.
- Plan and coordinate the development of Erosion and Sediment Control policies and procedures
- Assess and document site (e.g., soil types, slope lengths and steepness, vegetative cover, etc.
- Develop an inventory of available resources, as well as resources meriting protection or mitigation
- Identify field indications of drainage patterns; research drainage patterns through investigation of reports, grading and drainage plans, topography, and aerial photos prepared by Professional Engineers
- Apply appropriate practices to intercept run-on; convey all runoff through and discharge from the site; eliminate the adverse effects of Erosion and Sediment discharge
- Anticipate changing drainage patterns at different stages during construction projects and modify the design of site accordingly
- Assess soil conditions for signs of Erosion and Sedimentation.
- Prepare quantitative analysis of sediment transport capacity and Sediment transport rates for various site conditions.
- Develop construction SWPPPs, local Stormwater Management plans (SMP's), and Erosion and Sediment Control Plans
- Apply relevant resources to reduce or eliminate soil loss as appropriate to the design
- Develop specifications; including design specifications, construction specifications, maintenance schedules (including a long-term maintenance plan), criteria for inspections, and expected performance and longevity
- Understand and interpret soil stabilization Management Plans (MPs)
- Understand and interpret the agronomic potential of soils or substrates to develop and maximize the establishment of sustainable vegetation for effective Erosion and Sediment Control
- Apply scientific methods to determine groundcover densities and plant identification
- Identify habitats of threatened and endangered species and signs of their presence in the field
- Select vegetation capable of providing erosion control and restoring disturbed lands while consistent with project or site requirements to provide sufficient Erosion and Sediment Control
- Respond to requests and inquiries from the public and government entities
