Definition
1. Issuing OSSF permits and all follow-up criteria to comply with TCEQ rules and regulations.

Essential duties and responsibilities:
1. Investigation and enforcement of offenses related to Texas Health and Safety Code, as well as take action to mitigate or eliminate those offenses.
2. Provides information and assistance to public on OSSF, etc.
3. Clerical and financial record keeping.
4. Answers phone calls and responds to inquiries from the general public.
5. Professional presence and ability to use tact while assisting irate persons in the field and Environmental Office.
6. Ability to start and complete tasks with minimal supervision.
1. Inspection of solid waste dumps, public health nuisances, and public nuisances.
2. Documentation of Health and Safety code offenses for court cases.
3. Taking enforcement action, initiating legal proceedings, as well as preparing for, and giving testimony in court for Health and Safety Code violations.
4. Receives complaints and files paperwork for property owners and court cases with County Attorney and Justices of the Peace.
5. Maintain confidentiality with respect to information obtained in the course of the job.
Qualifications
Beneficial knowledge of:
1. Texas Health and Safety Code, TCEQ “On-Sewage Facility Rules” and regulations, and Texas Statutes.
2. Procedures of record keeping.
3. Office etiquette
4. Monitoring, tracking and maintenance of files for aerobic on-site sewage facilities including preparation of official notices and court cases
5. Data entry into Safe Software
6. Answering the phone and answering questions.
7. Basic public health principles for reducing and minimizing the spread of disease.
8. Office equipment
9. Maintaining professionalism at all time.
Ability to:
1. Perform routine mathematical calculations.
2. Must be able to analyze problems, identify possible solutions, project consequences of proposed actions, and implement recommendations in support of goals for compliance.
3. Must be able to interact with the general public.
4. Must be able to perform physical duties related to inspection of on-site sewage facilities.
5. Must be able to fulfill the employment standards of this position and comply with county policies, rules, and procedures, including those set out in the employee handbook or otherwise communicated, (verbally or in writing), to employee.
6. Must be able to communicate effectively in English, both verbally and in writing, with supervisor, coworkers, and the general public.
7. Must be able to demonstrate and operate proficiency with a phone, calculator, computer, including Microsoft Word and Excel, as well as Outlook, and Google Earth Pro, or other proprietary software programs associated with this department.

Any combination of experience and/or training that would likely provide the required knowledge, skills, and abilities is qualifying.
License/Certificate:
