Waterford Power is a 3X1 Combined Cycle Power Plant located on 161 acres in Washington County Ohio. The technology utilized are 3 GE 7FA combustion turbines fitted with the advanced gas path upgrade. The generators are GE model 7FH2 units, the HRSG's are Nooter Erickson. Generated steam is converted to work by a GE D11 turbine, fitted with a GE 390H generator. The normal plant staffing model is twenty-nine employees.
The EH&S Specialist performs oversight and compliance for the implementation of all necessary federal and state environmental permit requirements. Interpret laws, regulations, and permit requirements, and assist the facilities with staying abreast of the changing regulatory landscape to help the Owner anticipate and shape potential new requirements.
Essential Duties and Responsibilities

• Performs oversight and compliance for the implementation of all necessary federal and state environmental permit requirements.

• Develop, prepare, and maintain records & reports to Federal, State, and local regulatory agencies (Quarterly deviation, CEMS performance summary, eDMR, CEMS monthly recordkeeping, SWPP, SPCC).
• Provide professional interface with regulators and officials, including preparing for and coordinating inspections, responding to information requests, developing strategies, permit modifications and renewals, and reviewing routine compliance reports.
• Provide regulatory oversight, leadership, and direction to personnel regarding the day-to-day compliance with permits and regulations.
• Coordinates air quality testing (emissions testing, relative accuracy test audits, etc.) as required to ensure that plants follow applicable regulations.
• Manage duties of team-members involved in regulatory tasks (CEMS PM's, Annual calibrations, Primary element inspections, weekly NEPDES sampling)
• Maintain internal / external laboratory DMR-QA program.
• Tier II reporting
• Assist with developing budgets and managing expenses related to regulatory compliance.
• Participate in accident/incident investigations.
• Supervises the Health and Safety programs including Hazard Communication, Respiratory, AED, and Hearing Conservation Programs and coordinates required auditory/pulmonary testing as well as respiratory fit testing.
• Conducts or manages training of all personnel in environmental, waste management, and storm water controls.
• Perform monthly EH&S audits to ensure continued compliance.
• Administer and/or schedule CPR training and maintain certifications for plant personnel.
• Facilities fire protection system owner
• Conducts and participates in Plant Safety Meetings
• Manage contractors and/or vendors related to regulatory compliance.
• Leads contractor orientations.
• Supports and interacts with the portfolio Safety Committee.
• Participates in Job briefings.
• Manages and actively participates in the facilities job observation program.

Requirements

• Four-year undergraduate degree (or equivalent experience) with specialization in the relevant fields, preferred.
• 5 years' experience in the Regulatory Field, preferably in the power industry.
• Experience in the use of software applications such as Excel, Word, MS Outlook, PowerPoint, Access, etc.
• Ability to work independently and author technical reports, correspondence, and procedures.
• Must have excellent communication skills, both written and verbal, and the ability to organize effectively and facilitate process teams to implement facility improvements.
• Ability to manage quick changing situations under stress and to work extended hours on short notice when required.
• Strong analytical skills with a diligence and an investigative mindset.
• Must demonstrate the ability to digest large, complex volumes of information and summarize for wide dissemination.
• Ability to travel.
• May perform repetitive and non-repetitive physical duties that may require lifting, pushing, pulling, stretching, bending, climbing, working in awkward positions, and lifting up to 50 lbs.
