As our new Senior Resident Engineer in this wonderful city, you will have the opportunity to apply your civil engineering knowledge and passion to a variety of disciplines with emphasis on transportation construction, project management, highway maintenance, and leadership of other engineers. This position is responsible for oversight of the Southwest District environmental compliance program including the monitoring of transportation projects that must conform to air; water; hazard of waste; natural resources; wildlife and other environmental regulations. Prepare and submit maintenance work orders for environmental reviews and clearance. This position works under the supervision of a registered professional engineer. This position has the authority to make decisions within program guidelines and engineering standards/specifications. Responsible for the oversight of the Southwest District vegetation management Including coordinating field projects; preparing and conducting noxious weed, hazard tree, recovery zone and other vegetation management survey; compiling and maintaining a vegetation management database using GPS/GIS and ArcView; providing site assessments for current and future projects; have knowledge of noxious weeds, invasive species and other relevant natural resources; attending meetings; and providing educational guidance, Including presentations, pertaining to vegetation management to other ADOT organizations, federal, state, and tribal agencies, and general public. Assist with maintenance compliance with stormwater permits (MS4) and conduct maintenance yard audits. May be required to operate a state vehicle in the course of state business.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
District subject matter expert for clarification and interpretation of a variety of environmental requirements involving review of encroachment permit applications, preparations and monitoring of environmental plan development (SWRPP and FPPP); conducting environmental site assessments; reviewing clearance and oversight of compliance for construction and maintenance projects; assist with the application of Best Management Practices (BMP's)
Establish and maintain an information database consistent with the Environmental Planning guidance and compatible with the ADOT's Data Management/Warehouse System to include GIS database and maps. Ensure documented compliance reporting and monitoring are accomplished for environmental permits and programs
As a member of the district leadership team, consults with and assists district leadership, professional project engineers, and senior technical field staff with a wide variety of complex environmental activities
Direct herbicide applications in order to control or remove noxious plants from the ROW. Provide training on such operations, conduct follow-up surveys, and prepare reports
Coordinate environmental information or outreach programs and activities with Environmental Planning. Serves as liaison to various federal and state agencies, local governmental jurisdictions and the general public regarding the district environmental programs. Represents the district on committees and teams involved with environmental activities. Initiate and coordinate a variety of environmental agreements in consultation with the Environmental Group
Inspect and evaluate ROW resources for presence of sate-declared protected native plants and prohibited noxious weeds, prepare inventory and GIS mapping of such species, prepare a management plan to remove such vegetation from the ROW
Develop management strategies for district environmental programs, coordinate activities with Environmental Planning and other business areas of ADOT to ensure consistency, timeliness, and adequacy of environmental planning and compliance

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Federal and state environmental laws, regulations, policies and processes
As well as demonstrated experience in management and process improvement
Environmental compliance requirements for transportation agency
Transportation developments, construction, maintenance and operations functions
Various environmental permit processes
Skills in:
Analytical and Interpretive skills to understand environmental and cultural requirements and constraints
Planning and organizational skills to direct research, analyze data and prepare independent reports
Oral and written communication skills including public speaking and testimony
Negotiation and conflict resolution skills
Coordinating the activities of consultants and ADOT staff
Computers to prepare correspondence, spreadsheets, powerpoint presentations, schedules, etc.
Ability to:
Operate a vehicle to conduct field reviews, attend meetings, etc.
Interpret and implement regulations relating to permits and other environment requirements
Effectively plan, organize, and perform complex analytical environmental research involving multi-professional disciplines and processes
Evaluate environmental site assessments, field evaluations and other special studies and documentation
Become knowledgeable and apply all environmental compliance requirements to ADOT
Problem solve
Interact at various organizational levels
Obtain a certified applicator license within the first year of employment through the Pest Management Division of the Arizona Department of Agriculture

Selective Preference(s):

The ideal candidate for this position will have:
BA or BS in science or related environmental field plus four years of work experience appropriate to the area of assignment.
OR
Masters Degree plus 2 years of work experience appropriate to the area of assignment.
OR
10 years of work indicating progressive responsibility and judgment with a scientific or engineering orientation.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). If considered, PART 2 of the State of Arizona Application for Employment allows a record review and reference check. The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR and record review/ reference check.

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver's License Requirements.
