Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT has an exciting opportunity for a motivated professional who is passionate about the environment to join the Southwest Region Environmental Services team. WSDOT is seeking to fill an Environmental Documentation and Compliance Specialist position in Vancouver, WA. The Environmental Documentation and Compliance Specialist will directly support the transportation needs of Washington State and be a part of the exciting work WSDOT is doing to meet environmental stewardship goals. The successful candidate in this role supports projects to meet regulatory requirements and ensure highway construction projects are built in compliance with environmental laws, regulations, and agreements, WSDOT policies and procedures, and the contract documents.
What to Expect
Among the varied range of responsibilities held within this role, you will:
  • Safely conduct construction site inspections to ensure compliance with environmental permits and commitments throughout all seasons of the year and provide inspection documentation to WSDOT staff and Contractors. Provide independent evaluation of construction project compliance with environmental regulations, permits and the Contract.
  • Review project design plans and contracts for consistency with environmental permit conditions and environmental commitments. Perform 30-60-90% plans reviews.
  • Assist construction offices with regulatory and environmental compliance problem-solving and provide environmental technical assistance, including evaluating the need for and, if necessary, obtaining permit modifications as requested by the construction office.
  • Review and prepare Temporary Erosion and Sediment Control plans (TESC), Spill Prevention Control and Countermeasure plans (SPCC), Water Quality Sampling plans, and Water Quality Monitoring and Protection Plans to ensure compliance with environmental requirements.
  • Oversee and develop Asbestos Good Faith Inspections (GFI) and GFI reports to be included in each construction contract.
  • Independently complete NEPA/SEPA review and environmental permitting to ensure consistency and compliance with environmental laws, regulations, and agency policies and procedures.
  • Independently prepare Environmental Documentation including, but not limited to, Environmental Review Summaries (ERS), Environmental Classification Summaries (ECS), SEPA checklists, and permit applications.
  • Perform fieldwork in support of project document development, construction, and post-construction.
  • Coordinate with federal, state, tribal and local agencies, as well as other external stakeholders following WSDOT communication protocols.
  • Coordinate with WSDOT subject matter experts and consultant teams throughout scoping, design, and construction, as required.

Qualifications
To be considered for this opportunity, the following are required:
  • A Bachelor's degree involving major study in environmental or urban, regional or land use planning, Biology, Ecology, Environmental Studies, Wildlife Conservation, Environmental Science, Environmental Resource Management, Fisheries, or closely related environmental field.
  • At least three (3) years of professional experience analyzing environmental laws and/or regulations such as developing Environmental Documentation, completing environmental permitting, or one (1) year as a (A Master's degree in one of the above fields will substitute for one year of the required experience).
  • Experience communicating effectively using oral and written communications.
  • Knowledge and experience in the NEPA/SEPA review process.
  • Experience working independently applying sound analysis to make decisions, set own priorities and meet required deadlines.
  • Experience working in a team environment with a diverse group while maintaining a positive working relationship with customers and stakeholders.
  • Proficient use of computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, FileMaker Pro, Adobe, web etc.).
  • A valid driver's license.
  • Ability to travel within limits of Southwest Region for project site visits, meetings, or occasional training.
  • Ability to traverse rough or steep terrain while out in the field.
  • Ability to relocate tools and equipment weighing up to 30 pounds.

It is preferred that qualified candidates also have:
  • Experience preparing permit applications such as Joint Aquatic Resource Permit Applications (JARPA), Hydraulic Project Approvals (HPA), Shoreline Permit applications, Corps CWA Section 404 and Section 10 applications, Land Use Permit Applications, SEPA DNS and Checklists, etc.
  • Environmental compliance inspection experience.
  • Experience negotiating environmental permit conditions with Local, State, and Federal Agencies
  • ArcGIS experience.
  • Certified Erosion and Sediment Control Lead (CESCL) certification.
  • Experience effectively facilitating and managing meetings including presenting materials and information to diverse stakeholder groups.
  • Project management experience.
  • AHERA Certified Asbestos Inspector or ability to become certified within 1 year of hire.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
