Project Overview:
Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.
Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.
Position Summary:
Responsible for Subcontract Compliance with Bechtel subcontract terms and conditions, including the oversight of timekeeping procedures and verification of hours worked and work products/deliverables. This position will be located at the Hanford Tank Waste Treatment and Immobilization Plant.
This position is a full-time in-office role located at the WTP Site, and works a 4/10 schedule offering every Friday off. Relocation is authorized for this role.
Responsibilities:
- Performs reviews for subcontractor compliance with Davis Bacon and Service Contract Act as well as other identified subcontract terms and conditions/requirements.
- Performs reviews and analysis of subcontractor timekeeping controls and records.
- Performs review of subcontractor deliverables/work product for compliance with subcontract terms and conditions.
- Completes on-site subcontractor employee floors checks, including but not limited to:
- Reviewing subcontractor policies and procedures for timekeeping/downtime practices.
- Reviewing subcontractor labor distribution system for compliance with policies and procedures as well as subcontract terms and conditions.
- Testing and validating of timekeeping controls.
- Conducting unannounced employee floor checks.
- Performing interviews of employees (craft and non-manual) and supervisors.
- Reviewing subcontractor employee timecards to ensure accurate time entry.
- Communicating the results to internal and external stakeholders.
- Record floor check interview results into Chekhov database.
- Perform physical on-site observation checks to ensure employees are behaving in compliance with WTP/WTCC Policies.
- Report issues/concerns identified during observation checks to appropriate channels.
- Complete data entry into the Chekhov database.
Qualifications and Skills:
Basic Qualifications:
- Level One: Bachelor's degree from an accredited college or university and a minimum of 1 year of progressive related experience. In lieu of degree, high school diploma or equivalent and 7 years of progressive related experience.
- Level Two: Bachelor's degree from an accredited college or university and a minimum of 3 year of progressive related experience. In lieu of degree, high school diploma or equivalent and 9 years of progressive related experience.
- Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site.
- Must possess the right to work and remain in the United States without sponsorship.
Minimum Qualifications:
- Proficiency in several disciplines such as Accounting, Procurement, Ethics and Compliance, Employee Concerns, etc. gained through a combination of professional work experience and/or education.
- Practical understanding, gained through professional work experience, of the administrative control systems used by the various companies.
- Demonstrated working knowledge of contract types, terms and legal requirements.
- Working knowledge of U.S. Federal Sentencing Guidelines, Federal Acquisition Regulations (FAR), Department of Energy Acquisition.
- Regulations (DEAR), and Cost Accounting Standards (CAS).
- Basic knowledge of Governmental Contracts and the flow-down of applicable clauses and requirements for applicability to subcontractor compliance.
- Demonstrated proficiency in the application of FAR and other regulations and how these regulations are enforced by sponsoring clients and their audit or oversight agencies.
- Ability to communicate clearly and concisely both in written and oral communications.
- Demonstrated analytical skills.
Preferred Qualifications:
- Experience in supply chain management (procurement), quality assurance, internal audit, ethics and compliance, or employee concerns.
- Prior experience working on a Federal Government project.
