The California Air Resources Board (CARB) is searching for our next Information Technology Manager I (ITM I) of our Enterprise Systems Management Section, to join the Office of Information Services Division (OIS). As a technology leader in OIS, the ITM I will lead the ESMS, and is responsible for the OIS Technology Recovery Plan, maintaining and operating the underlying enterprise platforms, including servers and systems software that host these Systems and databases, and support of CARB's extensive Internet and Intranet websites. The ITM I is responsible for ensuring a high-quality, positive and customer-focused approach to delivering information technology services and operations for CARB, and must be able to communicate effectively with non-technical program staff and leaders.
This position offers the opportunity to collaborate with network, application, server, storage, and business teams to implement new, innovative services, and cloud and disaster recovery solutions. The ITM I will have exposure to executive levels of management through participation in projects and complex problem-solving situations. Responsibilities include infrastructure planning and capacity management, contract management, data management, zoning, duplication, archiving, etc., as well as succession planning and the ongoing development of the team.
The ITM I is also responsible for managing and directing the CARB enterprise cloud strategy and Infrastructure, which includes but is not limited to Amazon Web Services (AWS), Microsoft (MS) Azure cloud services, public and private cloud infrastructure, and Software as a Service (SaaS). The ITM I manages and provides direction on new implementations, and migration of existing CARB IT Systems and applications, into cloud hosting environments, requiring collaboration with subject matter experts on technology roadmaps to create a long term vision for the enterprise. The ITM I is also responsible for the support and administration of Enterprise Systems, such as Microsoft Office 365 (O365) services, Active Directory (AD) services, and email messaging services.
The ITM I participates in executive-level decisions and execution of strategies to achieve the objectives in the IT Strategic Plan for OIS. The ITM I must have skills and experience with managing or leading teams, developing cloud strategies and roadmaps, an understanding of network and cloud infrastructure and security best practices, strong knowledge of IT concepts and terminologies, process/procdure documentation, project management, excellent verbal and written communication skills, and demonstrates customer centricity.

- Qualified applicants should have 5+ years of experience managing IT staff, communicating job expectations, and monitoring performance, monitoring daily operations, including server hardware, software, and operating systems, coordinating technology installations, upgrades, and maintenance, and evaluating technology risks in order to develop a network disaster recovery plan and backup procedures.
- Extensive knowledge of current infrastructure technologies used in data centers, cloud environments, and networking.
- Proven experience in leading the development of and maintenance of a networking, data center, operations strategy, and roadmap.
- Expert-level technical knowledge of cloud environments and various cloud platforms.
- Proven experience developing strategies and roadmaps, leading multiple teams to migrate applications to the cloud.
- Well-versed in data center infrastructure performance measurements and reporting on operational services capacity, availability, and risk assessments.
- Proven experience in network and cloud architecture.
- Experience directing and leading teams to deliver cloud and networking infrastructure solutions using best practices.
- Knowledge and experience in the creation and maintenance of technical knowledgebase documentation and tools.
- Knowledge and experience in IT governance processes and procedures, contract and vendor management, and customer relationship management.
- Knowledge of State IT policies and direction.
- Experience in project management, organizational change management and communication plans.
- Strong oral and written communication skills.
- Demonstrated experience with disaster recovery planning and implementation.
- Demonstrated experience utilizing Business Process Improvement techniques.
- Practical experience with succession planning and workforce development.
- Practical experience identifying and responding to current and future customer needs.
- Certification in AWS design and project management is highly desirable.
