DetailedJob Description:
Theprimary responsibility of this position is to lead efforts in defining bestpractices, standards and process improvements within BITS for technicalinfrastructure, application design, coding, and security. The goal for thisposition is to provide the most advanced level of technical expertise andleadership for all phases of the software development life cycle (SDLC) inorder to increase the value and quality of products developed and supported bythe section, identify cost effective solutions to saving operating costs, andshaping the future of BITS. This position is also responsible to work withdifferent application development teams within BITS, review and documentcurrent application architecture and to set future goals for the bureau byproviding recommendations on best practices in Enterprise ApplicationArchitecture.
Extensivecoordination and consultation with development area technical leads, other DCFtechnical support and applications development sections, state agencies, andvendors is expected. This position is expected to work with little supervisionto create and enforce application security, code standards, deploymentprocesses, database access and design, documentation, and process improvementsto establish consistency within BITS. This position may be called upon toconsult and assist implementing these standards/processes on a larger BITSscale if requested.
This position requires knowledge of and experiencewith systems analysis and multi-layered object-oriented design techniques;estimates for analysis, design, programming, testing and implementation tasks;and methods used to develop, install and maintain large complex webapplications and also require knowledge methods to create detailedproject/system plans.
Requires knowledge of and experience with MicrosoftWeb applications architecture, development software, tools and environment suchas Visual Basic, VB.Net, ASP.Net, Visual Studio/Interdev, JAVA Script, WebServices, Store Procedures, and HTML in a Microsoft Web development environmentusing components such as IIS, COM+, DB2 Connect, Visual SourceSafe, AzureDevOps, Github Enterprise and Relational Database Management Systems.
