Job description

This is a part-time, FLSA non-exempt position with Carson City Public Works located in Carson City, NV. Under general supervision, receives training and completes a variety of technical office and field work in support of City engineering-related activities.

* Employment is not to exceed 1,039 hours and will end on September 1st of each year.
* Employment in this class will not lead to permanent City employment.

  • Provides civil design services for water, sewer, stormwater and transportation projects.
  • Assists with transportation planning studies, construction management tasks, stormwater management and development engineering review services.
  • Makes field inspections and laboratory tests and measurements of materials used in construction projects to ensure conformance to specifications.
  • Researches technical data involving demographic statistics, regulations, codes, etc.
  • Researches computer databases and hard copy files for maps, specifications, right-of-ways and easements, technical data, land descriptions, laboratory testing results and similar information; summarizes such information for project use and engineering support.
  • Makes a variety of computations in an office, laboratory or field setting; enters data into an automated system and produces reports, drawings or statistical summaries.
  • Performs field surveys in the area to which assigned; sets up equipment to make field measurements in such areas as traffic counts, air quality, weather conditions, flood warning systems and similar technical areas.
  • Performs updating of maps and drawings by posting to existing documents; reduces field notes and produces as-built drawings; learns and uses computer-aided drafting hardware and software to produce maps, drawings, charts, graphs and related documents.
  • Reviews a variety of plans and designs to ensure conformance with codes and regulations; reviews engineering drawings and specifications to verify calculations, quantities, accuracy and completeness.
  • Prepares a variety of written materials such as bid abstracts, legal land descriptions, correspondence and reports.
  • Maintains accurate records and files related to activities/assignments/projects.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Uses standard office equipment, including a computer, in the course of the work; may drive a motor vehicle to reach work sites, obtain field information or pick up and deliver materials and supplies.
  • Uses specialized equipment to produce copies of maps, drawings and blueprints.
  • Demonstrates courteous and cooperative behavior when interacting with elected officials, public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
Graduation from high school or GED, and current enrollment as a student in an accredited college or university program or vocational training program with an emphasis on engineering or a closely related field.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
A valid driver's license.

Required Knowledge and Skills
Knowledge of:
  • Engineering mathematics.
  • Using desktop computers (Windows) and office computer applications; particularly Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Safety principles, practices and equipment related to the work.
  • Basic engineering terminology and concepts.
  • Principles and practices of computer-aided drafting and engineering database management.
  • Practices of plan review and field inspection.
  • Applicable laws, codes and regulations.
  • Record keeping principles and practices.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
Skill in:
  • Interpreting, applying and explaining applicable codes and regulations.
  • Making accurate engineering calculations.
  • Maintaining accurate records of work performed.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Performing skilled field and office engineering support work.
  • Performing skilled research for collecting and summarizing information.

  • Using initiative and independent judgment within established procedural guidelines.
  • Dealing successfully with City staff at various levels, the public, in person and over the telephone.
  • Establishing and maintaining effective work relationships with staff, coworkers, contractors and the public.

SUPERVISION RECEIVED AND EXERCISED:
Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.
PHYSICAL DEMANDS & WORKING ENVIRONMENT:

Mobility to work in a typical office setting, use standard office equipment and stamina to sit for extended periods of time; agility to traverse rough terrain; strength to lift and carry up to 50 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone; exposure to traffic conditions and adverse weather conditions in execution of field duties.CONDITIONS OF EMPLOYMENT:
1. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
2. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
3. Employees may be required to complete Incident Command System training as a condition of continuing employment.
4. New employees are required to submit to a fingerprint based background investigation which cost the new employee $48.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.
5. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization.
