Position Summary
TITLE: Engineering Technician II
PositionSummary
Reporting to the principal engineer, the Engineering Technician II, performs engineering support functions including computer-aided design and drafting, field and construction surveying, inspection of public works projects, traffic counting and other miscellaneous engineering tasks.
Essential Duties and Responsibilities
Engineering
  • Assists in the preparation of construction plans utilizing computer aided design and drafting and traditional drafting techniques.
  • Assists in obtaining field data, placing construction stakes, or completing other miscellaneous survey tasks utilizing total station and traditional survey equipment.
  • Assists in the inspection of complex street, storm sewer, water, sanitary sewer, and other municipal construction projects to ensure construction consistent with specifications, special provisions, and plans.
  • Coordinates tests on materials and construction procedures used in construction projects and oversees tests performed by contractors or consultants for conformance to specifications.
  • Makes and compiles sets of plans and specifications.
  • Takes necessary measurements and maintains complete records for accurate as-built drawings and recordings. Maintains as-built files.
  • Provides technical assistance and field work for traffic engineering studies such as collecting and compiling traffic counts and turning movements; preparing accident histories; and documenting sight distance problems.

  • Answers engineering division calls and provides information for callers.
  • Provides technical assistance to contractors and the public regarding standards, practices, benchmarks, as-builts, etc.
  • Performs other duties as assigned or apparent.

Working knowledge of municipal public works design and construction procedures, materials and equipment.
Physical Abilities: Ability to work in all types of weather. Can work early mornings, evenings and weekends on occasion. Can lift up to 50 lbs. Valid Minnesota driver's license or ability to obtain within six months.
Minimum Qualifications
  • One-year experience in public works or related fields, developing knowledge, skills and abilities required for the position.
  • High School Diploma or equivalent.
  • Valid Minnesota Driver's License.
  • Experience with computer aided design and drafting applications.
Desired Qualifications
  • Two years vocational school, training in mathematics, drafting, surveying and other civil engineering related fields.
  • Design and/or field experience in municipal services and construction.

TITLE: Engineering Technician III
Position Summary
The primary objective of this position is to support and assist the various activities of the Engineering Division within Public Works. The focus of this position includes completing a variety of advanced civil engineering tasks including design-related work, inspecting and coordinating the delivery of public infrastructure projects, maintaining public infrastructure mapping and records, construction surveying, traffic counting, and right-of-way and land alteration permit enforcement.
Essential Duties and Responsibilities
Design and Plan Preparation
  • Perform computations and calculations to design moderately complex public infrastructure improvement projects such as streets, sanitary sewer and storm sewer conveyance systems, storm water detention ponds, water main, sidewalks, and trails.
  • Perform field surveys and data collection as needed to assist in the preparation of designs.
  • Prepare project plans and specifications and write special provisions.
  • Perform quantity take-offs and prepare cost estimates.
  • Identify needed right-of-way or easement acquisition to facilitate project construction; obtain temporary rights-of-entry to properties.
  • Coordinate review meetings with affected City personnel to discuss design issues and modifications; actively involve and solicit input from affected City staff on projects.
Construction Inspection
  • Perform municipal construction inspection to ensure construction is consistent with approved plans, specifications and contract requirements.
  • Perform necessary material testing and sampling in accordance with the MN/DOT Schedule of Materials Control and/or the project specifications.
  • Measure and document all quantities utilized in the construction of public improvements.

Project & Contract Management
  • Communicate changes in project scope, costs, budget or timeline to City Engineer or Project Engineer. Update them on project development and status.
  • Responsively address problems and differences in construction; take appropriate actions to remedy problems.
  • Directs seasonal staff or civil engineering interns as assigned.
Technical Investigation and Evaluation
  • Analyze reports, maps, tests and other information on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to form feasible design solutions.
  • Evaluate alternative construction materials and methods for adequacy, applicability and conformance with City standards.
  • Obtain required permits from local, state, and federal agencies.
  • Coordinate relocation of private utilities for improvement projects.
  • Provides technical assistance and field work for traffic engineering studies such as collecting and compiling traffic counts and turning movements; preparing accident histories; and documenting sight distance problems.
Surveying
  • Establish construction limits and set line & grade for various public improvements.
  • Complete field surveys using electronic total station or GPS surveying equipment.
  • Obtains field data, places construction stakes, or completes other miscellaneous survey tasks.
Records Maintenance
  • Complete required construction project documentation including daily and weekly progress reports, construction diaries, inspection forms and monthly payment vouchers.
  • Perform measurements and develop ties to valves, service connections and other elements of public improvement projects.
  • Transfer as-built information from field to permanent original plans (digital and hard copy).
  • Maintain department project files for assigned projects; file and archive all associated paperwork, as-built files and digital records in accordance with the City's records retention schedule.
General
  • Write simple materials including informational letters and reports.
  • Respond to questions; receive, investigate, and resolve complaints from the public relative to the department operations, construction, or services.
  • Coordinate and attend informational meetings to answer questions and discuss projects with stakeholders.
  • Monitors and verifies construction of privately-installed public infrastructure.
  • Inspects and verifies permit conditions for public works permits.
  • Monitors the activities of other agencies performing work in City public right-of-way.
  • Prepares maps and graphic illustrations for use in reports and public presentations.
  • Keeps City Engineer and Project Engineer informed of assignments, problems, issues, errors, complaints or concerns as they arise.
  • Remains current on all specifications, regulations, codes, construction practices, and generally accepted engineering standards, legislation and policies.

Considerable knowledge of the materials, methods, and techniques used in the construction of municipal projects. Applied understanding of the principles, practices, and methods of land surveying and the knowledge and skill in the use of surveying instruments. Ability to use AutoCAD Civil-3D, GIS, word processing, spreadsheets, Outlook and other Microsoft office software. Can read, interpret, and prepare construction plans, specifications, contract documents, technical manuals, legal descriptions, deeds, easements, written reports and correspondence. Thorough knowledge of applicable work safety standards.
Physical Abilities: Ability to work in all types of weather. Can work varying shifts or times including evenings and weekends on occasion. Can physically perform essential functions and requirements of the position including lifting up to 50 lbs. Valid Minnesota driver's license or ability to obtain within six months.
Minimum Qualifications
  • Two years college level coursework in civil engineering, drafting, or related field, or two-year technical degree in engineering technology or related field.
  • One year of work experience in municipal engineering/construction related field or a civil technical degree plus related internship experience.
