Full-time, union (Local 49) position with wage range $32.83 - $41.59/hour.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Prepares feasibility reports for public improvements, including preliminary cost estimates, plans and specifications, and assessment rolls.
- Reviews and follows construction project development requirements as needed for State Aid and Federal Aid projects including the design of plans and specifications, delegated contract process (DCP), material acceptance testing, and contract close out documents.
- Prepares engineering and construction project plans and specifications; assists with coordination of required advertising for bids, review of construction bids and other project-related activities.
- Coordinates the city's MS4 (Municipal Separate Storm Sewer System) permit requirements, including inspections of sites, facilities, ponds, and associated reporting and record keeping.
- Inspects public works construction projects to ensure conformance with design specifications, coordinates materials testing, evaluates field conditions, and recommends field design changes to engineer for approval.
- Drafts and calculates field notes to document quantities, alignment, grade and locations according to project plans or to document monthly and final progress payment estimates and change orders.
- Conducts field surveys of project sites to obtain and analyze project-related data and field information. Provides construction staking to ensure projects are built to the designed alignment, profile grade, and cross section.
- Research records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, hydrants, etc.
- Drafts detailed dimensional drawings such as those needed for street, water, sewer, drainage, and other utility plans, systems and projects.
- Calculates dimensions, profile specifications, and quantities of materials such as pipe, concrete, and asphalt.
- Assists in the review of private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
- Assists in the preparation of sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plans.
- Assists in the maintenance of engineering and infrastructure records. Prepares and drafts as-built plans for street, water, sewer or light systems. Maintains inventory of State Aid Routes and Needs using MSAS state aid website.
- Performs a variety of office related functions, including preparing permits, correspondence, maps, presentation materials, brochures, reducing field notes, printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff, and the general public.
MINIMUM QUALIFICATIONS
Education & Experience
- Graduation from a high school or GED, supplemented by two years of related technical or college training in drafting, Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field; and
- Minimum of three (3) years related experience in civil engineering technology or closely related field; or
- An equivalent combination of education and experience.
Necessary Knowledge, Skills & Abilities
- Considerable knowledge of public works design and construction principles, practices and methods; Considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal environment; some knowledge of applicable City policies, laws, and regulations affecting engineering and public works activities.
- Skill in arriving at cost estimates on complex projects; skill in operating the listed tools and equipment; skill in basic drafting using AutoCAD, Civil3D, surveying, and construction staking.
- Ability to prepare, organize and maintain engineering field and office data, reports and systems; ability to effectively communicate technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public; ability to establish effective working relationships with contractors, City personnel and the general public.
Special Requirements
- Must possess a valid State driver's license or have the ability to obtain one prior to employment.
- Must possess Mn/DOT Level I and Level II Certification in bituminous, concrete, and grading & base.
- Must possess Minnesota Erosion and Stormwater Management Certification in either Construction Site Management or Design of Construction SWPPP.
- Must be physically capable of moving about on construction work sites.
