Description
OBJECTIVE AND SCOPE
To assist and support the City's Public Works Department related to engineering related work, with a primary focus on permitting. This includes duties such as permit review, record keeping, easements, agreements, inspection, and communicating with the public, agencies, and internal staff.
PAY
Full Salary Range: $66,684-$84,468
Hiring Range will depend on qualifications.
This is an hourly position that is eligible for overtime and/or comp time. Overtime work will be paid at one and one-half (1-1/2) times the employees' regular rate of pay. Employees can choose to accrue comp time in lieu of overtime. This position generally does not work more than 40 hours/week unless the specific need arises.
RELATIONSHIPS
Reports to: Assistant City Engineer
SPECIFIC RESPONSIBILITIES

• Provide oral and written critique of permit applications and the subsequent installation activity as necessary to protect the City's interests, and to ensure that work is completed in compliance with the City Code.
• Review permits for items such as grading; public utilities; pavements; ADA; stormwater management; erosion and sediment control; traffic control; private utilities; restoration; signing and striping.
• Be the engineering point person for in-person service requests at City Hall.
• Anticipate construction issues in proximity of permit work and take appropriate action to pre-empt citizen complaints and construction deficiencies.
• Assist with annual sealcoat, I & I, televising, and pavement management projects.
• Assist with the coordination and performance of a traffic count program including setting up traffic counts.
• Assist with the coordination and data collection of the speed trailer and speed signs.
• Coordinate and prepare letter of credit and escrow reductions.
• Review of permits, construction plans, specifications, and other Engineering reports.
• Develop proficiency with asset management software (Cartegraph).
• Handle calls from contractors, stakeholders, and the public; resolving and finding solutions to issues while keeping other Engineering and Public Works staff informed/involved when appropriate.
• Prepare timely written updates on permit status for website and/or social media posts if applicable.
• Assist with coordination of private utility relocations related to City and development projects.
• Be a primary back-up for other Engineering Technicians.
• Other duties as assigned.

REQUIREMENTS

• A high school diploma, or GED.
  1. Completion of an approved vocational training program in civil engineering technology will be considered a preference.
• A general understanding of municipal public services
  1. Relevant and practical experience relating to municipal engineering will be considered a preference.
• Ability to establish and maintain effective relationships and deal properly with contractors, stakeholders, and the public.
• A demonstrated ability to work independently and successfully complete projects with minimal supervision.
• Must be able to work in a team environment with ability to set goals and prioritize work in a collaborative and engaged nature.
• Certifications that would be considered a preference include, but are not limited to:
  1. MnDOT Aggregate Production, Grading and Base, Concrete Field, Bituminous Street, ADA Construction Site Management, Signals and Lighting, and Traffic Control Supervisor.
  2. UMN Erosion and Stormwater Management Certification - Construction Site Management.
  3. Civil Engineering Technician Level 1 Certificate through the University of Minnesota LTAP
  4. APWA Underground Utilities Construction Inspector School.
  5. CPR and First-Aid certifications.

EQUIPMENT/HOURS/LOCATION

• Must have the ability to operate a computer, copier, tablet, and telephone.
• Computer software experience shall include the Microsoft Suite of programs, Bluebeam or other PDF editing software, GIS, Cartegraph or other asset management software, and BS&A or other permit coordination software.
• At times, working with shovels, manhole pullers, levels, and other Engineering equipment.
• Hours of work are typically between 8:00am-4:30pm M-F, however availability to work flexible and additional overtime hours due to deadlines and/or workload.
• Expected office time shall be 90% in the office and 10% in the field.
• Chanhassen strives to promote a flexible work environment and this position is eligible for remote work as approved by supervisor.

CONDITIONS OF EMPLOYMENT

• Must comply with organizational and department policies.
• Must pass criminal history background and driver's license checks.
• Must be comfortable driving a city provided vehicle on occasion.
