Salary
The current salary range is up to $201,070 annually. Placement in the range will depend on qualifications. The City is currently in labor negotiations so a wage adjustment may be made in July 2024.

About the Position and Division
The Engineering Manager reports to the Public Works Director and may be assigned as City Engineer. They are responsible for achieving program goals and division objectives and for ensuring that functions assigned to the Engineering Division are carried out in accordance with City and departmental policy.
Under administrative direction, the Engineering Manager directs the activities of the Engineering Division, which includes Current Development, Capital Investment Projects, Engineering Inspection, Clean Water Program, and Traffic Engineering; serves as a member of the Department's management team and participates in departmental policy development, administrative planning, and problem resolution; and performs related work as required.
The Engineering Division provides engineering support to various City operating departments, implements the City's Capital Improvement Program, and performs Engineering plan reviews for all private development projects. General work includes annexation, surveying, special studies, mapping, and responding to the citizens of Walnut Creek and other agencies.

This is an at-will position and serves at the will of the City Manager.

The Ideal Candidate
The City is seeking an experienced public works professional with a broad range of knowledge and expertise in public works. The ideal candidate should be a strong strategic leader with outstanding interpersonal and communication skills; be approachable; and possess supervisory skills with proven skills to develop and mentor a high functioning team.
The ideal candidate should be able to work across other divisions in Public Works and throughout the City. They should have experience working with elected and appointed officials to achieve the City goals and meet the City Council priorities; have extensive project management skills; and experience with complex capital projects. The ideal candidate should be kind, empathetic, and respectful. They should also have excellent writing skills and have experience with oral presentations.

  • Plan, organize, coordinate, and administer all Engineering Division activities, including engineering design, contract administration, engineering inspection, surveying, property management, and the design and construction of streets, traffic controls, drainage structures, parking, and other municipal facilities.
  • Develop and control the Division's operating budget and the City's Capital Investment Program budget.
  • Develop and implement procedures for the processing of work; develop and analyze proposed strategies and projects; prepare and review engineering reports and letters, including recommendations on action to be taken and related justification; respond to citizen complaints and concerns involving engineering related issues.
  • Establish and administer standard specifications, plans, street setback maps, and other documents as required by Municipal Code; establish and monitor the use of contract administrative procedures.
  • Coordinate Division activities and provide technical assistance to other departments, divisions, public agencies, consultants, and contractors; make presentations on Division activities, engineering designs, and related matters to the City Council, City Commissions, and other groups.
  • Evaluate Division staffing arrangements, staffing levels, and work assignments and make necessary recommendations to the Department Director; set performance standards for Division staff and evaluate performance.
  • Ensure that the City is in compliance with all appropriate regulatory mandates (Air Quality, Clean Water Act, waste disposal, etc.).
  • May be assigned as the City Engineer and perform related duties.
Education
A bachelor's degree from an accredited four-year college or university with a major in Civil Engineering, Urban Planning, Public Administration, Business Administration, or related field
Possession of a master's degree in one of the specified fields and registration as a Civil Engineer in the State of California are desirable.
Experience
The successful candidate will have a minimum of five (5) years of extensive, increasingly responsible administrative and supervisory experience in managing staff responsible for the design, construction, inspection, coordination and review of public works and private development projects or related activities.
Any equivalent combination of experience and education that provides the knowledge, skills, and abilities necessary for successful job performance will be considered.
Special Requirements
If assigned as City Engineer, current registration as a Civil Engineer in the State of California.
Possession of, or ability to obtain prior to employment, a valid Class C California Driver's License and a good driving record.

Benefits
In addition to salary, the City offers a competitive benefits package that includes but is not limited to:
  • Retirement - CalPERS 2% @ 60 formula for Classic employees with a 7% employee contribution; 2% @ 62 formula for New Members with an 8% employee contribution. The City does not participate in Social Security.
  • Medical Plan - Choice of Kaiser or Blue Shield HMO or HDHP health insurance plans (15% employee contribution). Generous in-lieu payment to employees who have alternate medical insurance coverage.
  • Dental and Vision Plans - Family coverage fully paid by the City.
  • 401(a) Money Purchase Plan - City contribution of $2,600/year, with mandatory employee contribution.
  • Paid Leave and Holidays - General Leave accrues at the rate of 20 days the first year and progresses to 32 days at twenty-five years of service. Prior years of service in local government may be considered in determining accrual rate. There are twelve paid holidays per year and three (3) additional days designated as special paid time off. Managers are granted up to 96 hours per year in management leave.
  • Dependent Care and Medical Spending Accounts - Contributions can be made on a voluntary basis.
  • Life and Disability Insurance - Individual coverage fully paid by the City.
  • Additional Benefit - Career Development Allowance, Tuition Reimbursement Program, Employee Assistance Plan, Wellness Program, and Commute Alternative Leave Program.
