Position Location: This is a full-time position located in Augusta. This opportunity allows partial telework with management approval.

The Maine CDC’s Childhood Lead Poisoning Prevention Unit is looking for an Enforcement and Quality Assurance Administrator to be a leader in our team’s efforts to promote the long-term health of Maine children and families by preventing, detecting, and eliminating lead exposures. Our multidisciplinary team provides a comprehensive response to lead-exposed children as part of Maine’s goal to eradicate childhood lead poisoning.

In this job, you will have a key role on a team charged with conducting investigations and administering enforcement actions in response to identifying a lead-exposed child or lead hazards in a home. These actions are aimed at identifying and removing sources of lead exposure in a child’s environment. In this new position, you will focus on improving our program’s capacity to enforce Maine’s Lead Poisoning Control Act among property owners and manage policies, procedures, and data that support consistent and timely delivery of services. In addition to experience navigating complex regulatory issues, your collaboration and consensus building skills will be needed as you work closely with managers, case investigators, informatics staff, partners, and external agencies. 

Core Responsibilities:

As a key member of the CLPPU team, your core responsibilities will include:
•    Managing cases that violate Maine’s Lead Poisoning Control Act, by issuing administrative fines and assisting Maine CDC with preparing and providing witness testimony in administrative hearings;
•    Leading collaborative efforts to develop and update standard operating procedures, policies, and rules related to Maine’s Lead Poisoning Act and its associated rules;
•    Guiding staff in policy interpretation and resolving questions with the agency’s Policy and Compliance Unit;
•    Developing and monitoring quality measures related to case management and contracted services;
•    Research and compile records in response to requests for information and documents;
•    Supervising team members, including those who coordinate program data and informatics systems;
•    Managing contracts for environmental lead investigations;
•    Drafting and updating correspondence and documents for compliance decisions and enforcement actions;
•    Drafting and maintaining memoranda of understanding and data sharing agreements; and
•    Managing cases as needed to ensure continuity of services.

 

Minimum Qualifications: 

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
An eight (8) year combination of education and/or experience in environmental science or related area which includes at least two (2) years of supervisory or program management/administration experience.  Qualifying education must include at least 15 credit hours of science or engineering coursework.

Preferred candidates will also have:
•    Excellent oral and written communication skills, including demonstrated ability to communicate complex regulatory information to a variety of audiences;
•    Ability to establish and maintain effective working relationships with a diverse group of internal and external partners;
•    Experience with regulatory enforcement actions, administrative hearings, and conflict resolution;
•    Experience with leading and facilitating group processes to develop and update standard operating procedures and policies;
•    Experience with leading and facilitating rulemaking processes, including knowledge of Maine’s Administrative Procedures Act;
•    Knowledge of state and federal regulations related to environmental lead inspections and abatement of lead hazards;
•    Experience with using data and processes to measure and improve program performance;
•    Experience with staff supervision; and
•    Experience with State of Maine contract management and procurement processes.
