Summary
This position is part of the WAPA-CRSP-ColoradoRvrStorgPrj. As a Energy Management & Marketing Specialist, you will be the primary purpose of this position is to serve as a Technical Writer/Subject Matter Expert, and to work with the Realtime Trainer in the oversight of scheduling and inter-utility interchange accounting tools and procedures employed by CRSP EMMO.
**This is not a remote position. The selectee will be required to be physically present in Montrose, Colorado.**

Duties
A Energy Management & Marketing Specialist has principal responsibility for Day Ahead trading and for coordinating and/or participating in special projects required by the Colorado River Storage Project (CRSP) Management Center, CRSP Energy Management and Marketing Office (EMMO). This includes projects and work activities involving operational, marketing, and transmission use coordination, development, and/or maintenance of the EMMO Energy Management and accounting systems, electronic scheduling processes, tagging and OASIS systems.These projects and/or programs are involved in reservoir operations, power scheduling, energy marketing, transmission coordination, accounting and settlement activities that are particularly extensive, dynamic, and complex, requiring very close coordination, control, and review.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must have at least one year of specialized experience equivalent to the next lower grade level (AD-4 or GS-12) in the Federal service. Specialized experience for this position is defined as:
  • Experience that demonstrates in-depth knowledge of electric power system load and resource management and marketing techniques. It is highly desirable to have at least one year of specialized experience in the Electric Utility Industry within the past 3 years - for some positions, this may be mandatory. Please check the vacancy announcement for more information. Examples of qualifying experience include:

  • Engineering experience equivalent to at least a GS-12 level demonstrating experience in one or more of the following: 1) generation and transmission facilities & operations, OASIS, and Electronic NERC Tags, 2) control area operation responsibilities with an understanding of power procedures, 3) current energy, resource, or load management techniques, or 4) a practical understanding of the electrical concepts, principles, and practices related to the efficient, economical and sound scheduling and marketing of electric power resources

or
  • Energy Management & Marketing Specialist experience equivalent to the AD-4 AND demonstrated experience in at least one of the following: 1) physical real-time electrical energy trading, 2) marketing in order to balance loads to resources, or 3) day ahead or monthly physical electrical energy trading; or
  • Public Utilities Specialist experience equivalent to at least the GS-12 level in marketing of power, balancing loads and resources, scheduling of generation and interchange energy, and energy accounting reporting relative to power contracts; or
  • Power System Dispatcher experience equivalent to the AD-5, AND demonstrated experience with one or more of the following: 1) electric service contracts, 2) load forecasting, 3) power scheduling, 4) obtaining transmission reservations using the OASIS system, 5) creation, submittal, and revision of Electronic NERC tags.
