General Description
Join our team as the Employee Relations Manager!
Highly responsible Human Resources position that works closely with the Human Resources Director in proactively resolving employment issues, fostering relationships with unions, establishing, and implementing policies to ensure consistency and fairness in the delivery of disciplinary action and other terms and conditions of employment. Oversees project management responsibilities for EEOC compliance, Emergency Activation Coordination including logistics and sheltering for residents, Specialized Recruiting (including Visa and Veteran's Preference Compliance); Maintains performance evaluation program, assist in long term strategic planning, assists with new employee orientation, assists with Volunteer programming, works on special projects and maintains HRIS employee data.
Essential Job Functions
Special Project responsibility to include:
  • Performance Evaluation & Development and Maintenance.
  • Personnel Policy & Procedure writing & development.
  • Conducts Investigations and assists with all Employee Relations Activities.
  • Assists with Union relationships/negotiations.
  • Job Description development.
  • Assists with Volunteer Programs.
  • Helps develop orientation curriculum.
  • EEOC compliance and Reporting.
  • Emergency Activation Coordination for HR/Shelters/Logistics.
  • Conducts Specialized Recruiting using on line platforms.
  • Responds to surveys.
  • Assists with Employee Relations matters.
  • Completes other special projects as assigned.
  • Creates complex reports using Tyler Reporting SSRS.
  • Gain a strong knowledge and understanding of HR business processes and procedures.
  • Performs other related duties as required.

  • Knowledge of NeoGov or similar recruitment system.
  • Knowledge of background verification systems including CCIS, Argus, National Student Clearinghouse, SSA Business Online and eVerify.

Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Business Administration or related field. Eight (8) years of human resources experience, preferably in the public sector. Proficient with the Microsoft Office Suite products to include Outlook, Word, Excel and PowerPoint. Prior experience handling Union and other Employee relations matters is required. Prior experience handling employee investigations strongly preferred. Experience with Tyler Munis preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
