Duties and Responsibilities
An employee in this class is responsible for organizing, analyzing, and performing systems analysis and programming capabilities for a segment of the management information systems for Fire, EMS, and Emergency Management, and for maintaining database administration. Work includes doing analytical and needs assessment tasks, deciding on the applications and programs to use, writing and coding the programs or getting outside resources to do, testing and documenting the work efforts, and working with users in implementing the new programs into their work areas. Work requires a high level of analytical skill, a broad knowledge of information systems programming languages and standards, and an ability to interface and work with contractors, vendors, users, personal computers, servers, and various operating systems and networks. Work is performed under the general direction of the Emergency Services Director and is evaluated through conferences, review of work products, and implementation of successful systems.
Knowledge, Skills and Abilities
Considerable knowledge of database operations (Records Management Software, Electronic Health Records, WebEOC, etc.) Considerable knowledge of networking, personal computers, and related operational and peripheral systems. Ability to plan, organize, monitor, and evaluate staff, contractors, vendors, and others who assist in systems implementation. Ability to understand and solve problems in a multi-user computer environment. Ability to communicate effectively in oral and written forms with people who have a variety of levels of computer skills. Ability to develop and maintain effective working relationships with department personnel, managers, employees, vendors, contractors, and users.
Desired Education and Experience
Graduation from a four year college or university with a degree in computer science, information technology, or related field and experience in designing, modifying, and maintaining a variety of computer systems and applications; or an equivalent combination of education and experience.
Preferred knowledge of Emergency Services.
